Services Agency, and Health Center, the Middlefield Junction area provides an
opportunity for the development of much-needed affordable housing units and park
space. Collocating community services into a single campus while also creating an
opportunity for affordable housing and park space would allow the City and County to
partner to make the best possible use of these various parcels to address multiple
community needs at once.
In October 2015, staff began drafting a joint City-County agreement for utilizing funds
towards this Master Planning effort. The San Mateo County Board of Supervisors
approved $100,000 in County funds towards this project at its February 23, 2016
meeting. If approved by the City Council, the next steps would be for City and County
staff to create a Request for Proposals (RFP) and select a consultant to conduct a
master planning effort that includes site analysis, building massing, public outreach, and
development of next steps for Board and Council recommendations.
ALTERNATIVES
Council may choose not to enter into an agreement with County for this effort.

FISCAL IMPACT
$100,000 in Fiscal Year 2015-2016 CIP funds have been approved and allocated for
this master planning effort.

ENVIRONMENTAL REVIEW
This project is categorically exempt from the requirement of the California
Environmental Quality Act (CEQA) Guidelines per Section 15262, which provides a
Statutory Exemption for “Feasibility and Planning Study”.

CHRISTOPHER BETH
PARKS, RECREATION AND COMMUNITY SERVICES DIRECTOR

DEREK W OLFGRAM
LIBRARY DIRECTOR

MELISSA STEVENSON DIAZ
CITY MANAGER
ATTACHMENT
-Agreement
6.1.E. - Page 2
