300 STATUTES OF CALIFORNIA <br /> <br />[ Ch. 35 <br />Surrey, rec- <br />ordation, <br />etc. <br />gency <br />time in the future use said lands or any portion thereof for <br />highway right of way purposes without compensation to the <br />city, its successors or assigns, or any person, firm or public or <br />private corporation claiming under it, except that in the event <br />improvements have been placed upon the property taken by <br />the State for said purposes, compensation shall be made to the <br />person entitled thereto for the value of his interest in the im- <br />provements taken or the damages to such interest. <br />SEC. 2. The State Lands Commission shall, at the cost of <br />the grantee, survey, monument, plat, and record m the Office <br />of the Recorder of San 1N.dateo County, the area of state lands <br />described in this act. <br />SEC. 3. This act is an urgency measure necessary for the <br />immediate preservation of the public peace, health or safety <br />within the meaning of Article IV of the Constitution and shall <br />go into immediate effect. The facts constituting such necessity <br />are : <br />The City of Redwood City is engaged in a project of flood <br />control which includes the construction and maintenance of a <br />floodgate which affects the lands described in this act and <br />which is designed to alleviate the critical flood control problem. <br />In order for this program to proceed promptly and without <br />undue and costly delay, it is necessary that this act take effect <br />immediately. <br />CHAPTER 35 <br />An act to add Section 4965.2 to the Education Code, relating <br />to tax rates in unified school districts, declaring the urgency <br />thereof, to take effect immediately. <br />In effect [Approved by Governor April 16, 1954. Fried with <br />immediately Secretary of State April 16, 1954.] <br />The people of the State of California do enact as follows: <br />SECTION 1. Section 4965.2 is added to the Education Code, <br />to read : <br />4965.2. In the event a recommendation is made for the uni- <br />fication of an area which is coterminous with an elementary <br />school district and if the voters of the elementary school dis- <br />trict at an election prior to the reorganization had voted a <br />district tax rate in excess of the maximum tax rate prescribed <br />by Section 6357, the tax shall, if the unified district is subse- <br />quently established by the voters, be continued at the option <br />of the governing board of the newly formed unified school <br />district for a period not to exceed the remaining number of <br />years for which the tax was previously authorized. This sec- <br />tion shall apply to unified districts in existence for all pur- <br />poses on and after July 1, 1954. <br />SEC. 2.
