REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 14, 2016 <br /> <br />SUBJECT <br />Final Acceptance – 2014-2015 Watermain Replacement Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2014-2015 Watermain Replacement Project and authorize the <br />release of bonds and retention according to City procedures <br /> <br />BACKGROUND <br />The City systematically replaces sections of aging watermain infrastructure to ensure <br />the continued reliability of the system and to provide for improved fire protection. <br />Annually, Community Development Department staff identifies and targets for <br />replacement pipeline sections that have experienced service disruptions, excessive <br />maintenance requirements, or capacity limitations due to age and size. <br />ANALYSIS <br />On June 22, 2015 the City Council awarded the construction contract for the Watermain <br />Replacement Program to Casey Construction. Inc. of Redwood City for their responsive <br />and responsible low bid of $997,472.00. Approximately 5,000 linear feet of deteriorated <br />cast iron water pipeline were replaced with more durable PVC pipe. Improvements also <br />included replacement of 118 residential service laterals, 7 fire hydrants, in addition to 3 <br />new fire hydrants and water valves to improve the quality, performance and reliability of <br />the water system. The project area included Westgate Street, Hopkins Avenue, <br />Vineyard Drive, Cambridge Road, Highland Avenue, Cheshire Way, Vera Avenue, <br />Alameda De Las Pulgas, Grand Street and Harrison Avenue within Redwood City <br />corporate limits. See attached map. <br />The project has been completed and approved by the City Engineer in accordance with <br />the plans and specifications and within the timeframe allowed by contract for a total cost <br />of $1,042,170.75 which is 4.45% more than the original bid amount, which is less than <br />the 10% increase City Manager is authorized to make. Four change orders were issued <br />for the amount of $44,968.75 resulting from adjustment of bid quantities, additional work <br />due to unforeseen field conditions and credit for the City due to portion of the work <br />revoked. <br />ALTERNATIVES <br />6.2.A. - Page 1
