approved by the Zoning Administrator and could diminish City’s authority to access the <br />property and ability to comply with the Municipal Regional Permit. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />An Environmental Assessment (EA10913-01) was approved October 16, 2001, and an <br />Environmental Assessment Addendum (EA2003-10) was approved January 20, 2004. <br />Additionally, a Use Permit (UP2005-08) consistent with the Environmental Assessment <br />and Addendum was approved November 21, 2005, by the Zoning Administrator to allow <br />for the new marina and associated accessory commercial uses. The execution of a <br />maintenance agreement does not constitute a “project” under the California <br />Environmental Quality Act (CEQA).
