Council Members spoke in favor of study sessions on the first Mondays as
very informative and providing for Council input and control of the agenda. -
Discussion ensued on the events that generate study sessions, the number of
study sessions needed, the amount of staff time involved, and the Library as
a friendlier place for study sessions than 401 Marshall. Also discussed was
the idea of holding study sessions in different areas throughout the City.
Council Members discussed the advantages to the citizens of four Mondays in
a row, and expressed concern that changing from the first four Mondays
schedule would cause a loss of dependability. Redwood City does not have
its own daily newspaper, and a Council Meeting is a good instrument to get
the word out.
Nita Spangler, 970 Edgewood Road, Redwood City, stated that Council Meetings
were extremely important to citizens and the Council should do more to make
them interesting and attract a larger audjence.
CONSENSUS: IT WAS DETERMINED BY THE MAYOR THAT IT WAS THE CONSENSUS OF THE
COUNCIL TO ESTABLISH A SUBCOMMITTEE WITH CITY MANAGER EVERETT AND COUNCIL
MEMBERS BUCHAN, CLAIRE AND MURRAY TO DEVELOP A PROPOSAL FOR FUTURE COUNCIL
MEETINGS AND SUBMIT IT TO THE FULL COUNCIL AT A FUTURE DATE.
MEMO 3/10/92
B. Councilman Greenalch reported that the recent newspaper editorial regarding
Fox Theatre was in error when it reported the proposed $15,000 grant to the
Civic Cultural Commission was to be used for facade improvements on the
Theatre. If approved, the money would be used for cultural events to be
held at the Fox Theatre. (1307-01)
----------------------------------------------------------------------------------
7. BOARD, COMMISSION AND COMMITTEE REPORTS
None
----------------------------------------------------------------------------------
8. STAFF REPORTS
Councilman Murray advised he would not participate in the discussion or
decision on the parking structure due to a potential conflict of interest.
Councilman Murray left the dais at this time.
A. City Center Parking Structure Advertisement for Bids (702-02)
REPORT: Community Development Director, February 24, 1992
City Engineer Luck presented the staff report including a description of the
proposed "Parking District Management Advisory Committee" to be composed of:
two City Council Members; one B.I.D. Board Member; one Parking District
property owner; one Chamber of Commerce Representative (with a business
within the Parking District.) Planning Director Patterson showed overhead
transparencies of the parking structure and gave credit to the imagination
and flexibility of the architect, Nick Watry, of Watry Design Group.
Regular Meeting Minutes
MINUTE BOOK NO. 51 March 9, 1992
Page No. 018 Page 4
