<br />Council Members discussed concept of regional governance which tries to <br />resolve regional problems that cross city limits. <br />Nita Spangler, 970 Edgewood Road, advised Council that members of the <br />audience were not privy to background material the Council had and therefore <br />could not gain complete understanding of this issue and others that Council <br />acts upon. Mrs. Spangler asked Council to find a way to inform the citizens <br />of issues and policies, provide more facts, and gain the public's input in <br />such important issues. <br />Council Members discussed the generous coverage of this issue in the Redwood <br />City Almanac and how most media react to the not so glamorous issues; the <br />articles concerning regional governance published by Councilman Murray; the <br />letter from the County of Sonoma just now exploring the issues so thoroughly <br />discussed and reviewed by Redwood City last year; and the San Mateo <br />City/County Association of Governments as a model that will be replicated. <br />Title read. M/S: Greenalch/Buchan <br />RESOLUTION NO. 11716 APPROVING AND AUTHORIZING EXECUTION OF AMENDMENT NO.2 <br />TO JOINT POWERS AGREEMENT ESTABLISHING THE CITY/COUNTY ASSOCIATION OF <br />GOVERNMENTS <br />Adopted by unanimous roll call vote. <br />------------------------------------------------------------------------------- <br />B. Vice Mayor Bury, Redwood City representative to ABAG, reported on the ABAG <br />General Assembly Meeting, held March 19th in San Francisco, advising the <br />discussions centered on Bay Vision 20/20 and consolidation of MTC, AQMD and <br />ABAG. After prolonged and animated discussions the issues were referred <br />back to ABAG for further review. <br />------------------------------------------------------------------------------- <br />C. Vice Mayor Bury attended the Legislative Committee of C/CAG on March 21st <br />and reported they discussed some of the same ABAG issues at their meeting. <br />------------------------------------------------------------------------------- <br />D. Vice Mayor Bury reported on the Legislative Meeting of the National League <br />of Cities Conference he attended in Washington D.C., March 7th through the <br />9th; the talks by President Bush and Senate Majority Leader Mitchell; <br />the City and Port issues he discussed with Redwood City representatives; and <br />information on financial strategies and reporting introduced there as <br />innovative but already in practice in Redwood City, along with other <br />information that he will share with department heads. <br />------------------------------------------------------------------------------- <br />E. Mayor La Berge described the Planning Meeting of the South County Coalition <br />for Drug and Alcohol Prevention headed by Redwood City Chief of Police <br />Tony Guardino and funded by a $45,000 grant from the San Mateo Drug and <br />Alcohol Department.
