Approved by unanimous voice vote. MINUTE ORDER NO. 92-042
----------------------------------------------------------------------------------
8. STAFF REPORTS
MAYOR LA BERGE ANNOUNCED THAT THE COUNCIL WOULD CONSIDER ITEM B BEFORE
ITEM A, AT THIS TIME.
B. Reconstruction or removal of condemned buildings at 3726 Laurel Way
(702-11)
REPORT: Building Official and Community Development Director,
March 17, 1992
At this time City Attorney Schricker asked all those present and about to
give testimony on this issue to rise and be sworn in by the City Clerk
who then read the oath. Building Official La Torra, Building Inspector
Schnell and Senior Building Inspector Garcia raised their right hands and
swore to tell the truth regarding the subject of 3726 Laurel Way.
REPORT: Building Official and Community Development Director, 3/17/92
Building Official La Torra presented the staff report describing the
property at 3726 Laurel Way as structurally unsafe, vacant for over two
years and in violation of Redwood City Codes. Mr. La Torra also described
the unsuccessful attempts to convince the owners to remedy the problems, the
extensions provided to the owners, and the posting of the Notice to Abate
the Nuisance on September 20, 1991.
Building Inspector Jerry Schnell displayed color slides of the property at
3726 Laurel Way pointing out the hazardous conditions of the decks and
foundation, the overgrowth of weeds, the beer bottles strewn around and
advised that the building had become a hang out for young people and the
property was not in compliance with Redwood City Codes.
Wayne Azawa, 20413 Pierce Road, Saratoga, addressed the Council explaining
he was a prospective buyer of the property from the current owners, Baymark
Financial, Inc. and asked Council for additional time to abate the
nuisances and bring the property up to Code while he finished the renovation
plans for the building. Mr. Azawa advised that he had boarded up the house
and was ready to seal off the decks, and that an unexpected encroachment
problem had delayed his efforts to apply for permits before this evening.
He distributed plans and reports to the Council stating he was ready to
submit them to the Redwood City Planning and Building divisions. Mr. Azawa
advised he had been interested in the property since December and understood
the City was sensitive to development in that area.
Councilwoman Buchan advised that the Council at the recent budget review,
had taken a strong stand on code enforcement as a top priority for City
staff.
Regular Meeting Minutes
April 13, 1992
Page 5
MINUTE BOOK NO. 51
Page No. 39
