REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 28, 2016 <br /> <br />SUBJECT <br />Amended Professional Services Agreement with CDM Smith (Downtown Transit Center <br />and Broadway Streetcar Study) <br /> <br />RECOMMENDATION <br />Approve Revised Contract with CDM Smith <br /> <br />BACKGROUND <br />On January 25, 2016 the City Council approved a professional services agreement with <br />CDM Smith to conduct a Downtown Transit Center and Broadway Streetcar Study. This <br />agreement is paid for by an awarded grant of Federal Surface Transportation funds, <br />administered by Caltrans and awarded through the San Mateo County City/County <br />Association of Governments. After approving the contract, it was brought to staff’s <br />attention that additional language needed to be included in the contract per Federal <br />Surface Transportation grant rules. The attached contracts now incorporates the <br />required language. <br /> <br />ANALYSIS <br />As a condition of the Federal funds, certain specified provisions need to be included in <br />the contract to qualify for reimbursement. These include specific requirements for <br />subconsultants, Disadvantaged Business Enterprises (DBE), and other types of <br />provisions. The original contract did not include these required provisions, so the <br />contract is being amended to include them. The budget, scope, and timeline remain <br />unchanged. <br /> <br />ALTERNATIVES <br />The City Council may choose not to amend the contract, which would require identifying <br />alternative sources of funding. <br /> <br />FISCAL IMPACT <br />The contract is in the amount of $450,000. The grant amount will cover the entire cost of <br />the contract. The City match will pay for staff time and related services, consisting of <br />$48,385 from the Transportation Impact Fee Fund (which has a set aside for analysis of <br />a potential streetcar), and the remaining $51,615 would come from the Stanford in <br />Redwood City fund for a streetcar study. <br /> <br />6.1.B. - Page 1
