As such, staff recommends Council reject all bids and authorize staff <br />to re-advertise this project for public bidding. <br /> <br />ALTERNATIVES <br />Council may choose to award the contract to the apparent low bidder, EPS Inc. dba <br />Express Plumbing. Staff advises against this alternative. <br /> <br />FISCAL IMPACT <br />Funds for this project have been approved and appropriated in the budget for Fiscal <br />Year 2015-16 – Sewer Fund Capital Projects, Walnut Street Interceptor Replacement <br />which has an available balance of $ 3,443,436.85 as of February 29, 2016. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that the Walnut Street and <br />Maple Street Sewer Interceptor Improvement Project meets the California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in Section 15282(k) – <br />(The installation of new pipeline or maintenance, repair, restoration, removal, or <br />demolition of an existing pipeline as set forth in Section 21080.21 of the Public <br />Resources Code, as long as the project does not exceed one mile in length) & Section <br />21080.21(a) (This division does not apply to any project of less than one mile in length <br />within a public street or highway or any other public right-of-way for the installation of a <br />new pipeline or the maintenance, repair, restoration, reconditioning, relocation, <br />replacement, removal, or demolition of an existing pipeline). A Notice of Exemption was <br />filed with the office of San Mateo County on August 15, 2014. Furthermore, this project <br />has been designed compliant with the city’s Engineering Standards and currently <br />accepted practices. <br /> <br />This project does not require a National Pollutant Discharge Elimination System <br />(NPDES) General Permit for stormwater discharges associated with construction and <br />land disturbance activities pursuant to Attachment A.2 of Order 2010-0014-DWQ which <br />exempts projects to update existing lines and facilities. However, the proposed <br />construction will employ stormwater pollution prevention best methods and practices. <br /> <br />6.1.C. - Page 2
