REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />March 28, 2016 <br /> <br />SUBJECT <br />Resolution Authorizing the City Manager to submit a California Department of <br />Resources Recycling and Recovery (CalRecycle) Grant Program Application <br /> <br />RECOMMENDATION <br />Adopt a resolution authorizing the City Manager to submit an application to the <br />California Department of Resources Recycling and Recovery (CalRecycle) for the <br />Beverage Container Recycling payment program <br /> <br />BACKGROUND <br />The City of Redwood City receives annual City/County Beverage Container Recycling <br />Payment Program (Payment Program) funding from CalRecycle to use for programs <br />and materials that encourage residents to properly recycle beverage containers. <br /> <br />As a result of findings in a California State Auditor report completed in 2010 and 2014 <br />on the Beverage Container Recycling Program, beginning with the FY 2015-16 funding <br />cycle, all jurisdictions will now be required to adopt a resolution authorizing the submittal <br />of the grant application with their funding requests. Thus, in order for the City to <br />continue to be a recipient of CalRecycle’s Payment Program, City Council must declare <br />by resolution certain authorizations related to program administration. <br /> <br />ANALYSIS <br />Pursuant to Public Resources Code § 14581(a)(3)(A) of the California Beverage <br />Container Recycling and Litter Reduction Act, the Department of Resources Recycling <br />and Recovery (CalRecycle) is distributing $10,5000,000 in Fiscal Year 2015-16 to <br />eligible cities and counties specifically for beverage container recycling and litter <br />reduction activities. Cities are eligible to receive a minimum of $5,000 or an amount <br />calculated by CalRecycle on a per capita basis, whichever is greater. Last year, <br />Redwood City received $20,860 to cover program costs such as equipment and <br />supplies for the annual Pride and Beautification Committee clean-up events. Adoption of <br />the Resolution will authorize staff to continue submitting City/County Payment Program <br />funding requests on an annual basis. <br /> <br /> <br /> <br /> <br />6.3.A. - Page 1
