<br /> Senior Civil Engineer Lynch presented the staff report and described the <br /> factors that led to the high bids: 1) tight time schedule and high <br /> liquidated damages; 2) complete shoring and site work; and 3) architectural <br /> features, forming difficulties, air conditioned office, extensive signs and <br /> graphics and waterproofing. <br /> In response to Council questions Senior Civil Engineer Lynch assured Council <br /> that safety and the architectural quality will continue to be the top <br /> priorities. Planning Director Patterson described the County timetable for <br /> their parking structure. <br /> TITLE READ.
