<br /> City Manager Everett reported on the $11 Billion deficit facing state <br /> government; the proposals to reduce its impact by having the cities of <br /> California bail the state out; its potential devastating impact on cities ......... <br /> who for the past two to three years have reduced their own personnel, <br /> programs and expenditures and raised fees and charges to balance budgets <br /> with declining revenues due to the recession; and the fact there is no <br /> one in Sacramento setting limits, goals and priorities. <br /> Council discussed financial impacts on Redwood City of current state <br /> proposals. <br /> CONSENSUS: It was determined by Mayor La Berge to be the consensus of <br /> the City Council Members to prepare a response from the City of Redwood <br /> City opposing in the strongest terms possible, three of the proposals <br /> under consideration by the State Committee, Local Government Working <br /> Group: reduction or elimination of the city share of Vehicle License <br /> Fees revenues; reversing AB 8 property tax allocation; and redistribute <br /> revenue from the 1 percent local sales tax rate to cities and counties <br /> based on p.,ulation or need rather than site of sales. <br /> MEMO 6/16/92 <br /> City Manager Everett suggested that FAXing and calling members of the <br /> Working Group and local representatives be done as quickly as possible by <br /> as many people as possible. <br /> ---------------------------------------------------------------------------- <br /> C. Administrative Programs <br /> 1) The City Council's proposed budget was discussed and the proposed <br /> program changes were clarified. <br /> 2) The City Manager's proposed budget was discussed with emphasis on the <br /> requests by the Peninsula Celebration Association for the Fourth of <br /> July parade and fireworks ($10,000) and for Cinco de Mayo ($5,000). <br /> Council expressed satisfaction with the success of the PCA and <br /> suggested the two requests should be decided separately. <br /> M/S: MURRAY/STANGEL TO PROVIDE THE SAME $10,000 GRANT TO THE PCA AS <br /> WAS PROVIDED LAST YEAR <br /> Carried by unanimous voice vote. <br /> MINUTE ORDER NO. 92-080 <br /> Council discussed the appropriateness of hiring an Assistant to the <br /> City Manager at this time, and requested that ways to reduce costs of <br /> mailing newsletters be reviewed. <br /> MEMO 6/16/92 <br /> 3) The City Attorney's proposed budget was discussed and the Council <br /> is to work with the Attorney on exact figures to be submitted. <br /> Adj.
