ARTICLE VII MISCELLANEOUS DRIVING RULES Sec . 100 . Driving Through Funeral Processions . No driver of a vehicle shall drive between vehicles comprising a funeral procession while: they are in motion and when the vehicles in such procession are conspicuously so ' designated . Sec . 101 . Clinging to Novins Vehicles . No person riding upon any bis cycle , motorcycle , coaster , roller skates or any toy vehicle shall attach the same or himself to any vehicle upon any roadway while moving . Sec . 102 . Vehicles Shall Not Be Driven on the Sidewalk . The driver of a vehicle shall not drive within any sidewalk area or any parkway except at a permanent or temporary driveway . Sec . 103 . New Pavement . No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted marking i ariy street when a barrier or sign is in place warning persons not to drive over or across : uch pavement or marking , or when a sign is in . place stating that the street or any portion thereof is closed . Sec . 10 . Prohibiting_pirt on Streets . No person shall cause or permit any vehicle under his operation and control to be operated or travel upon any street or sidewalk unless the wheels and tires of the same are free from dirt , debris or any other substance likely to be deposited or dropped on the streets or sidewalk during the operation of any such vehicle . ARTICLE VIII PEDESTRIANS Sec . 110 . The City Manager to Establish Crosswalks . ( a) The city manager shall establish, designate and maintain crosswalks at intersec- tions and other places by appropriate devices , marks or lines upon the surface of the roadway as follows : Crosswalks shall be established and maintained at all intersections where the city manager determins that there is a particular hazard to pedestrians crossing the roadway subject to the limitations contained in ( b ) of this section . ( b ) Other than crosswalks at intersections no crosswalk shall be estab- lished in any block which is less than four Hundred ( 400 ) feet in length. elsewhere not more than one additional crosswalk shall be established in any nne block and such crosswalk shall be located as nearly as practicable at mid-block . Sec . 111 . When Pedestrians Must Use Crosswalks . No pedestrians shall cross a roadway othe v than by a Crosswalk in any business district . Sec . 112 . Crossing at Right Angles . No pedestrian shall cross a roadway at any place other than by a route at right angles . to the curb or by the shortest route to the opposite curb except in a marked crosswalk , Sec . 113 . Standing in Roadways . No person shall stand in any roadway other than in a safety zone or in a crosswalk if such action interferes with the lawful movement of ' traffic 0 This provision shall ,not apply to any public officer or employee , or employee of a public utility when necessarily upon a street in line of duty .
