REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 11, 2016 <br /> <br />SUBJECT <br />Water Connection and Service – 608 Lakeview Way (APN 057-121-010), in <br />unincorporated San Mateo County, CA <br /> <br />RECOMMENDATION <br />Adopt a resolution approving a request to the Local Agency Formation Commission <br />(LAFCO) for extension of water services outside jurisdictional boundaries to 608 <br />Lakeview Way, in unincorporated San Mateo County, pursuant to Government Code <br />Section 56133. <br /> <br />BACKGROUND <br />The property owner of 608 Lakeview Way has proposed to construct a new single family <br />residence on the vacant subject parcel. The parcel is located in unincorporated San <br />Mateo County, outside of Redwood City’s jurisdictional boundaries. However, the parcel <br />is within the City’s sphere of influence and water service area. The owner of the parcel <br />has applied to the County of San Mateo for a building permit to construct the proposed <br />residence. As a condition of approval, the County requires the property owner to secure <br />a new water connection and service from the City of Redwood City. The City must <br />receive LAFCO approval to provide water service from the 6-inch water main that <br />currently exists along the frontage 608 Lakeview Way. <br /> <br />ANALYSIS <br />The extension of water service outside jurisdictional boundaries is not a frequent <br />occurrence. The occasional addition of a residential connection is not anticipated to <br />have any significant impact on the City’s total water allotment. <br />Staff recommends that the City request LAFCO’s approval to extend water service <br />outside the City’s jurisdictional boundaries to 608 Lakeview Way pursuant to <br />Government Code Section 56133. LAFCO requires Council’s authorization, by <br />resolution, of requests made for new services. The water service connection proposed <br />for the single family residence at 608 Lakeview Way is subject to the following <br />conditions and fees: <br /> <br />1. LAFCO approval of the application for the proposed water service connection; <br />2. Property owner’s payment of LAFCO fees; <br />3. After approval of the construction drawings by the San Mateo County Building <br />Department and upon application for new water service, property owner’s <br />payment of all applicable Redwood City fees, including connection fees <br />associated with providing proposed water service; <br />6.3.A. - Page 1
