Page 1 of 7 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 11, 2016 <br />SUBJECT <br />Bradford Street Affordable Housing Proposal Recommendation <br /> <br />RECOMMENDATION <br />Approve by motion the recommendation of the Bradford Ad Hoc Subcommittee to award <br />the Bradford Street Affordable Housing Site to MidPen Housing and authorize staff to <br />enter into negotiations for the preparation of a Disposition and Development Agreement. <br /> <br />BACKGROUND <br />The Bradford Street Site (“Site”) includes two parcels at 707 and 777 Bradford that were <br />acquired in 2004 and 2006 with former Redwood City Redevelopment Agency (RDA) <br />Low-Moderate Housing Set Aside (LMH) funds. These two contiguous parcels are <br />located between two parcels that were already owned by the City and in total comprise <br />the Site, approximately one acre in downtown Redwood City. The City’s objectives in <br />the identification and acquisition of these viable sites for affordable housing <br />development was to assist potential developers in the effective leverage and use of <br />financial resources to develop affordable senior housing and a childcare facility. The <br />Site and development concept has been discussed at several public meetings before <br />the Housing and Human Concerns Committee, the Planning Commission, and the City <br />Council. <br />In early 2015 City Council discussed the original objectives for the acquisition of the <br />Bradford parcels and concurred that development should proceed as planned to <br />implement goals identified in the General Plan that respond to the need for affordable <br />senior housing and childcare in the downtown. The City Council approved the issuance <br />of a Request for Proposals (RFP) for the development of affordable housing on the <br />Bradford Site. <br />In June, 2015 the City published an RFP for the development of a mixed use, affordable <br />housing with publicly-accessible open space on the Site. Development teams <br />experienced in high quality, high density, and mixed use commercial and affordable <br />rental housing development were invited to submit their proposals for the project. <br />The RFP included the scope and requirements for development, project goals and <br />objectives, required qualifications, design standards, selection criteria, and process and <br />development milestones. The RFP process encouraged a focused competitive process <br />for development of the site and allows the City to evaluate and select the best option. <br /> <br />9.A. - Page 1
