3. The beginning and ending balances of the account or fund, the amount of fees <br />collected, and the interest earned; <br />4. An identification of each public improvement on which fees were expended <br />together with the amount of such expenditures; <br />5. Information regarding the schedule for commencement of certain public <br />improvements to be funded with development fees; <br />6. A description of any interfund transfer or loan; and <br />7. The amount of refunds paid, if any, from a particular fund <br /> <br /> <br /> <br />1. Description of the type of fee <br /> <br />The Parks Impact Fee is imposed as a condition of the issuance of any permit for any <br />residential development. <br />Section 18.260 of the Municipal Code establishes the Parks Impact Fund. <br />Specifically, this section provides: <br />The fund shall be maintained as required by Government Code <br />Section 66006. Revenues from impact fees shall be used <br />exclusively for the installation, acquisition, construction and <br />improvement of park improvements listed in the Impact Fee Project <br />List, including the acquisition of land necessary for such <br />improvements. <br />The Impact Fee Project List includes park improvements, funded in part or in whole by <br />impact fees, approved by resolution of the Council and maintained on file in the office of <br />the administrator. Currently, the Parks Impact Fee Project List includes: <br />· Acquiring land for active park space as described in the 2008 Parks Needs <br />Assessment (defined by locations within the City) <br /> <br />· Increasing use capacity of athletic fields through the conversion of synthetic turf and <br />adding field lights where appropriate (i.e. Taft School turf conversion, Garfield <br />School turf conversion, and Guida-49er Field Lights) <br /> <br />· Developing trails and other recreational uses in the Hetch-Hetchy right-of-way, <br />Redwood Creek, open waterways (as appropriate) and the connection to the Bay <br />Trail System (along Redwood Creek and connecting the Bay Trail from San Carlos <br />to Menlo Park) <br /> <br />· Adding new play equipment and amenities in parks for the purpose of increasing <br />“play value” and use capacity (defined in the 2008 Park Needs Assessment) <br /> <br /> <br /> <br />6.1.A. - Page 2
