ORAL COMMUNICATIONS <br /> Elizabeth Toshie Winfield, President of the Peninsula Celebration <br /> Association, described the successful July 4th parade and festival, <br /> thanked the Council for their continuing support, apologized for any parade <br /> oversights, and presented the Council with a very beautiful basket of <br /> flowers. The Mayor and Council Members thanked Mrs. Winfield and the PCA for <br /> the lovely flowers and another successful July 4th celebration and told Mrs. <br /> Winfield that it was an honor for Council to be a part of such a great event. <br /> ------------------------------------------------------------------------------- <br /> 2. CONSENT CALENDAR <br /> Councilwoman Buchan asked that Item 2.
