<br /> Joe Staudt, 2611 Broadway, Flower Haus, President of the Board of the <br /> Downtown Association told the Council the Board had made it clear they <br /> did not want to pay for mediation whether there is money remaining or <br /> not. : 'c"»;,f~"f¡'iit <br /> ITERATION OF THE MOTION: <br /> M/S: BURYISTANGEL TO APPROVE THE REQUEST FOR $500 FOR MEDIATION WITH THE <br /> PROVISO THAT AN AUDIT BE CONDUCTED AND IF RESOURCES ARE AVAILABLE THE <br /> MONEY WOULD BE REIMBURSED. <br /> THE MOTION FAILED ON THE FOLLOWING ROLL CALL VOTE: <br /> AYES: COUNCIL MEMBERS BUCHAN, BURY, AND STANGEL <br /> NOES: COUNCIL MEMBERS GREENALCH, MURRAY AND MAYOR LA BERGE <br /> MINUTE ORDER NO. 92-101 <br /> Council Members discussed the need for reconciliation and healing, <br /> perhaps reopening discussions of boundaries at a later date, <br /> requirements for an effective organization, the changing of the downtown <br /> area into a city center, Council participation on any level, and how best <br /> to handle the request for funding of the mediation. <br /> City Manager Everett advised Council to encourage the two factions to <br /> work together and reach a consensus that the Council could then support <br /> but to not actively participate in the decision making process. <br /> Joseph Steinfeld, 850 Main Street, Antique Alliance, advised Council that <br /> the healing had started, and suggested Council never give a large grant <br /> to a downtown association but review each project by project. Mr. <br /> Steinfeld suggested large sums of money discourage volunteers. <br /> Joan Jordan, 831 Jefferson, advised Council that she and Barbara <br /> Britschgi had been in charge of the Sunflower Festival for three years, <br /> that it was growing more successful each year and that they couldn't have <br /> done it without volunteers. Ms. Jordan described the financial <br /> requirements of staging such a festival and advised that this year there <br /> would be national sponsors such as Promise margarine. <br /> Janet Smiley asked the Council that the petitions filed in protest be <br /> made part of the public record and the City Clerk advised that they were <br /> already on file in the Clerk's office and accessible to the public. <br /> Don Say, 2021 Broadway, Lost and Found Antiques, member of the Board of <br /> the Downtown Association and a block captain advised the meeting with the <br /> mediators was not helpful, and the Council should not see the <br /> successful petition drive as a mandate from the merchants, as many <br /> business owners believe in what the BIA is attempting to do. <br /> Council discussed the comments made and expressed regret that the <br /> disagreement between the different factions of the Downtown Association <br /> will impede the progress already made, and delay further efforts to <br /> assist the downtown businesses.
