ChierLGuá~dino stated that clients are able to <br /> enter the clinic, and suggested that perhaps the civil process might be <br /> the best tool for businesses adversely affected by the protesters. Chief <br /> Guardino stated his department has addressed the parking problem and has <br /> made other decisions based on the best use of police resources. How <br /> stringently the City wants to apply the law is a policy issue, and no <br /> city across the nation enforces the letter of the law in these kinds of <br /> demonstrations. In response to Councilman Bury's questions, Chief <br /> Guardino stated his department is addressing the parking issues, will try <br /> to keep the sides apart, but people screaming at each other is a more <br /> difficult problem to resolve. In response to Councilman Murray's <br /> questions, Chief Guardino advised the subject car with pictures had not <br /> been ticketed; that there are adequate legal tools to deal with this <br /> situation; and the last court order brought increased activity and an <br /> overwhelming number of cases were dropped. Chief Guardino stated his <br /> experience suggested that a hard line is not necessarily the best tactic <br /> to use in this case. <br /> Mayor La Berge asked for speakers to come forward who had not already <br /> spoken and who would address the only subject for discussion, access to <br /> the businesses on Main and Marshall. <br /> Katie Short, Attorney, Atherton, advised the Council that all the people <br /> on the pro-life side either live in or around this community or do <br /> business in Redwood City, and that she is an attorney who represents <br /> pro-lifers and free speech issues. Ms. Short stated that the pro-life <br /> people were being unduly harassed from pro-choice people who come from <br /> allover the Bay Area, drawn there by news that the Redwood City Police <br /> were doing nothing in this situation to protect the pro-life advocates <br /> from assault and having obscenities screamed in their ears. <br /> Ms. Short stated that if the police would allow only constitutional <br /> activity the out-of-towners would stop having so much fun and would not <br /> come here anymore. <br /> Sue Parsons, Nimitz, Redwood City, advised that the protesters have <br /> blocked her way into 795 Marshall, and she has to pay a babysitter to <br /> watch her son as she can no longer take him with her to pick up and drop <br /> off her documents because of the nature of the pictures on the car that <br /> she does not want him to see. Ms. Parsons stated that one time she came <br /> out of the Marshall address and the subject pictures had been put on her <br /> car. <br /> Dr. Scharbach, Chiropractor at 650 Main Street, advised Council that for <br /> five years he had a good practice at that address working 5.5 days a <br /> week, and the protesters, including Ms. Short, were not a problem. Dr. <br /> Scharbach advised that for the last six to eight months a car with <br /> offensive pictures has been parked in front of the building all day, and <br /> has driven enough of his patients away, that he can only work 2.5 days a <br /> week.
