<br /> Mayor La Berge advised that the Council had heard from enough speakers <br /> about the issue of access on the 600 block of Main Street to go forward <br /> and in response to questions, advised that some Council Members had <br /> already observed the actions¡~oni.ìMaj.~ ~Street. <br /> In response to Councilman Murray's questions, City Attorney Schricker <br /> advised that the Redwood City ordinance did not address the number or <br /> location of persons picketing as there were definite constitutional <br /> restrictions, that cities are preempted by the state to regulate in that <br /> area, and the state law is constitutionally limited as well. City <br /> Attorney Schricker advised there are adequate laws for police to enforce <br /> free passage on sidewalks and streets, and up to this point, there has <br /> been no evidence to prove these laws had been violated. <br /> Mayor La Berge advised that the Council had heard enough tonight to have <br /> staff look anew at this issue. <br /> Councilman Murray stated the Council could not legislate tonight based on <br /> complaints lodged tonight, and that this was the first time he had heard <br /> them. Councilman Murray stated that any legislative remedy would require <br /> study and reminded everyone of the preemption of the state in this area. <br /> Councilman Murray advised that the Council would look into the complaint <br /> of lack of police enforcement, and that this matter would be thoroughly <br /> discussed with the Police Chief and the City Manager, and this matter <br /> would not stop with this evening's discussion. <br /> City Manager Everett advised the Council that he, Police Chief Guardino, <br /> and City Attorney Schricker will closely monitor this situation. <br /> ---------------------------------------------------------------------------------- <br /> Mayor La Berge declared a recess at 8:50 p.m. <br /> Meeting reconvened at 9:00 p.m. <br /> ---------------------------------------------------------------------------------- <br /> 2.
