EXHIBIT "A" <br /> SCOPE C1F SERVICES <br /> Brion Econamics, Inc. is currently contracted by San Mateo County Human 5ervices Agency to <br /> conduct a Countywide Child Ca�e Facilities Needs Assessment Study. The report, due in June <br /> 2016, will provide limited data and child care si#e xesearch for all cities. Additional and <br /> supplemental services specific to Redwood City wiH provide a brasis for a citywide child care <br /> facilities plan, recommended in the General Plan,and identify and assess potential future sites. <br /> 1. Prepare citywide suppiy and demand analysis: Analysis will include supply and demand for children <br /> birth through school-age (0-13 years) and will conside�both child care center and family child care <br /> home supply. (The countywide study will focus on 0-5 year olds and child ca�e centers on1y.) <br /> Demand from residents overall and low-income residents(those income-eligible for subsidized care) <br /> will be projected,as well as employment-generated demand. <br /> 2. Map Existing Child Care Centers: Work with the City's Child Ca�e Coordinator and GIS staff to map <br /> child care supply and demand for 2015 and 2025. Identify prio�ity geographic areas to locate new <br /> centers considering target populations and supply gaps. <br /> 3. Zoning and Planning Issues: Review existing zoning and other designations on candidate sites for <br /> consistency with chiid care centers and recommend any changes that would facilitate siting, if <br /> needed. <br /> 4. Create database of potential sites:The countywide study will include suroeys and other research to <br /> determine where there are buildings,commercial space, or land that could be used to develop new <br /> child care facilities. Work in Redwood City will be more in-depth including contacting land owners <br /> to discuss potential interest in using site(s) as a child care center if the City were to partner with <br /> owner and/or developer. <br /> 5. Identify formal Candidate Expansion Sites for further consideration. Candidate sites include <br /> existing centers that are willing to expand spaces to accommodate more children,existing buildings <br /> that can be repurposed as child care centers, and/or new development projects where new child <br /> care centers may be possible. <br /> 6. Physical Site Assessments:Conduct site visits of four(4)candidate sites in Redwood City,in addition <br /> to the seven sites to be assessed countywide. Provide analysis and assessment of development <br /> potential. <br /> 7. Estimate Costs: Prepare Planning Level Cast Estimates for four (4) sites based on average <br /> construction cost factors, soft cost assumptians, etc. and adequate cantingencies for both indoor <br /> and outdoor space. <br /> 8. Identify potential funding mechanisms. The County effort will include the development of a <br /> "financing strategy" which includes evaluation of all possible funding options.
