<br /> B. Approve Findings on appeal from decision of the Planning Commission of the <br /> City of Redwood City to certify a mitigated Negative Declaration for a motel <br /> project at 2834 El Camino Real (203-10) <br /> Public Hearing having been duly noticed and held on August 3, 1992, on the <br /> above-mentioned appeal, oral evidence having been heard, and documentary <br /> material having been received, opportunity to be heard having been given to <br /> all persons present, the Council of the City of Redwood City hereby finds, <br /> determines and concludes as follows: <br /> FINDINGS <br /> 1. The appeal was initiated by a letter of appeal dated July 12, 1992, <br /> from R.L. Roth, President, Dick Lee Corp., Real Estate Investments, 2 <br /> Bluebell Lane, San Carlos, CA 94070 ("Appellant") pursuant to Resolution No. <br /> 6882, as amended, the City's regulations implementing the California <br /> Environmental Quality Act (Pub. Res. Code S21000 et seq.; "CEQA") from a <br /> decision of the Planning Commission certifying approval of a mitigated <br /> negative declaration for the demolition of an existing 29-room motel and the <br /> construction of a 35-room motel at 2834 El Camino Real, Redwood City, <br /> Cal ifornia (the "Project".) <br /> 2. The Project is proposed for development by Hirabhai Patel, 1133 <br /> Pebblewood Way, San Mateo, California 94403 (the "Developer".) <br /> 3. In accordance with CEQA, the State guidelines implementing CEQA(14 <br /> Cal. Code of Regs. S15000 et seq.; the "State CEQA Guidelines") and <br /> Resolution No. 6882, the Negative Declaration includes the determination <br /> that the potential environmental impact of the Project, as mitigated by the <br /> conditions included in the negative declaration, is insignificant. <br /> 4. The project is located in the "CG" (General Commercial) Zoning <br /> District. The motel use proposed for the Project is consistent with said <br /> zoning regulations. <br /> 5. The mitigation measure pertinent to this appeal includes the <br /> following: <br /> "3. A substantial area of landscaping shall act as a buffer <br /> between the Project and the apartment building to the south. <br /> The applicant (i.e., the Developer) shall submit detailed <br /> landscape plans as part of the architectural permit showing all <br /> proposed landscaping. The two heritage trees to be removed <br /> shall require an overall upgrade of landscaping and shall <br /> include four 36-inch box trees and the remaining proposed trees <br /> shall be of a 24-inch box size. <br /> "4. The applicant will be required to obtain an architectural <br /> permit for the design and layout of the project."
