6.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 25, 2016 <br /> SUBJECT <br /> Amendment No. 2 to Agreement for Professional Services with Gilbane Building <br /> Company for the Red Morton Replacement of Synthetic Turf and Tennis Court <br /> Surfacing Project. <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 2 to the <br /> professional services agreement with Gilbane Building Company for the Red Morton <br /> Replacement of Synthetic Turf and Tennis Court Surfacing Project, to include <br /> construction management services <br /> BACKGROUND <br /> On May 19, 2014, the City Council approved the original agreement with Gilbane <br /> Building Company for project management services for the replacement of synthetic <br /> turf, lighting upgrade, and tennis court replacement at Red Morton Park. The scope of <br /> work included field recommendations, condition assessment, drainage evaluation, <br /> power feed and lighting system, request for proposal (RFP) coordination, liaison to the <br /> design consultant and the Parks, Recreation and Community Services Department, <br /> design review and analysis. The agreement was in the amount of $138,700. <br /> On May 4, 2015, the City Council approved Amendment No. 1 to the professional <br /> services agreement with Gilbane Building Company for an expanded scope of service <br /> to include onsite construction project management services. The new tasks, time <br /> allotted, and hourly fees were verified by the Community Development Department <br /> totaling an additional amount of $195,760. <br /> ANALYSIS <br /> Gilbane Building Company has been working diligently with the Parks, Recreation and <br /> Community Services Department on Construction Management services for this project. <br /> During construction, a number of unexpected circumstances arose, such as the need <br /> for enhanced field drainage systems and lime treatment to stabilize soils. In addition to <br /> acting on behalf of the City during the construction phase of this project, we <br /> experienced a number of rainout days that have delayed the project and required <br /> additional scope of time requirements. The extra time allotted and hourly fees were <br /> verified by the Community Development Department, for a total of $54,000 for <br /> Amendment No.2. <br />
