6.1.J. - Page 6 <br /> Council Member Howard asked for further explanation regarding traffic at the <br /> intersection of Emerald Hill and Farm Hill and what measures were being taken to make <br /> that location safer. Mr. Aknin said studies were being held due to the safety concerns <br /> for pedestrians at that intersection and the results would be included in the final report. <br /> Vice Mayor Foust asked for clarification on the project timeframes and asked if <br /> community meetings would be held while the project was ongoing. Mr. Aknin said he <br /> expected to return to Council by mid to late October with another project update and <br /> that a community meeting would be held before that time. Council Member Seybert <br /> wanted to go on record that he is aware of the safety issues in the area. He wants to be <br /> considered of the needs of the community but he also believes speed is a concern and <br /> safety matters. Council Member Bain was appreciative of the lessons learned shared by <br /> staff. <br /> Mayor Gee opened public comment explaining that due to receiving over 30 public <br /> speaker cards he would limit comments to 2 minutes per person. <br /> Public comment <br /> Ken Dulang said the project was too expensive and he had hoped that the installation of <br /> traffic lights placed at key intersections would have improved safety. <br /> Robert Janssen said that he was outside of the notification zone due to the location of <br /> his residence, but he travels Farm Hill Boulevard daily to get to work. He said that he is <br /> concerned major changes to the roads in Redwood City would cause commuters to <br /> choose alternate routes outside of the city to get to and from their travel sites. <br /> Alex Bederor said leaving his house on Farm Hill Boulevard had become near <br /> impossible due to a blind curve with cars driving past. Mr. Bederor said he believed the <br /> new route seemed to be an improvement to bicyclists, but not to motorists in vehicles. <br /> Alan Ackerman said that he was a student at Canada College and did not see a <br /> difference in safety in regards to speeding motorists on Farm Hill Boulevard. <br /> William Harries said that when school is in session traffic becomes congested along <br /> Farm Hill Boulevard and he does not believe that the proposed changes will make a <br /> positive impact on the road conditions. Mr. Harries said that he received no notification <br /> for the project and only realized there was a project happening when construction <br /> began on his street. <br /> John K. Mouney said that he believed traffic was getting worse along Farm Hill <br /> Boulevard and that he would like to see more law enforcement officers along the road to <br /> issue citations to people who commit traffic violations. <br /> Donna Czarnecki said that she had driven Farm Hill Boulevard for over 25 years and <br /> she had seen an increase in people who tailgate when traffic is heavy along the road. <br /> Ms. Czarnecki said that the changes between one and two lane roads is confusing to <br /> people who are familiar with the road, and she was concerned they would be even more <br /> confusing to people who are unfamiliar with the area. <br /> Mathew Reeves said he worked with the Redwood City 2020 Safe Route to School <br /> SPECIAL JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ September 21, 2015 <br /> PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 6 <br />
