6.3.A. - Page 3
Although the City Council is required to take action to allow PACE programs to operate
within Redwood City, there is no cost, commitment, or risk to the City to participate and,
since PACE programs are non-exclusive, the additional programs broaden the options
available to businesses and residents for financing renewable energy, electric vehicle
charging, and energy and water efficiency projects.
ALTERNATIVES
The City Council may elect not to authorize participation in additional PACE programs in
Redwood City. Alternatively, the City Council could elect to authorize participation in
either the CSCDA Open PACE program or the CHF PACE programs.
FISCAL IMPACT
There is no cost to the City to participate in these programs. The City will have no
administrative responsibilities, marketing duties, or financial obligations unless it wishes
to commit some minimal staff time to promoting awareness of the programs in the
community. The City can withdraw from any of the PACE programs at any time by
passing a resolution rescinding the authorization.
ENVIRONMENTAL REVIEW
The approval of the PACE financing programs is not a "project" under CEQA because
the program does not involve any commitment to a specific project which may result in a
potentially significant physical impact on the environment, as contemplated by title 14,
California Code of Regulations, Section 15378 (b)(4).
VICKI SHERMAN
ENVIRONMENTAL INITIATIVES COORDINATOR
•
RAMANA CHINNAKOTLA ,
PUBLIC WORKS DIRECTOR
1/1111-li41- +e4-1.611`1A-
MELISSA STEVENSON DIAZ
CITY MANAGER
