6.3.B. - Page 1
REPORT
To the Honorable Mayor and City Council
From the City Manager
April 25, 2016
SUBJECT
Water Connection and Service — 2029 Cordilleras Road (APN 057-031-210), in
unincorporated San Mateo County, CA
RECOMMENDATION
Adopt a resolution approving a request to the Local Agency Formation Commission
(LAFCO) for extension of water services outside jurisdictional boundaries to 2029
Cordilleras Road, in unincorporated San Mateo County, pursuant to Government Code
Section 56133.
BACKGROUND
The property owner of 2029 Cordilleras Road is proposing a new single family
residence on the vacant parcel. The parcel is located in the unincorporated San Mateo
County, outside of Redwood City's jurisdictional boundaries, but is within the City's
sphere of influence and water service area. The owner of the parcel has applied to the
County of San Mateo for a building permit to construct the proposed residence. As a
condition of approval the County requires the property owner to secure a new water
connection and service from the City of Redwood City. The City must receive LAFCO
approval to provide water service from the 6-inch water main that currently exists along
the frontage of 2029 Cordilleras Road.
ANALYSIS
The extension of water service outside jurisdictional boundaries is not a frequent
occurrence. The occasional addition of a residential connection is not anticipated to
have any significant impact on the city's total water allotment.
Staff recommends that the City request LAFCO's approval to extend water service
outside the City's jurisdictional boundaries to 2029 Cordilleras Road pursuant to
Government Code Section 56133. LAFCO requires Council's authorization, by
resolution, of requests made for new services. The water service connection proposed
for the single family residence at 2029 Cordilleras Road is subject to the following
conditions and fees:
1. LAFCO approval of the application for the proposed water service connection;
2. Property owner's payment of LAFCO fees;
