7.A. - Page 4 <br /> CITY OF REDWOOD CITY <br /> Redwood EXECUTIVE SUMMARY <br /> CityCalifornia <br /> Pounded1B0 <br /> { ANNUAL ACTION PLAN FY2016-2017 <br /> CONSOLIDATED PLAN OBJECTIVES, PRIORITIES & PROPOSED USE OF FUNDS ■ <br /> The City of Redwood City's 2016-2017 Annual Action Plan demonstrates a relationship between the 2015-2020 <br /> Consolidated Plan priorities and activities recommended for funding during the second year of the five year Plan. <br /> The major theme of the Consolidated Plan is"housing production and basic human needs".The proposed activities <br /> to be undertaken with CDBG and HOME funds reflect the City's strategy to target funds to programs that integrate <br /> a continuum of activities ranging from homeless assistance to economic development and the preservation and <br /> production of affordable housing. The target group to be assisted is households with incomes at or below 80% of <br /> the area median income for San Mateo County. All activities proposed for funding meet one or more of the City's <br /> Consolidated Plan priorities. The City has identified a number of programs that will be delivered under each <br /> priority. <br /> Funding recommendations for CDBG were based on 50%for Affordable Housing activities, 15%for Public Services, <br /> 10%for Non-Housing Community Development and Economic Development, and a statutory allowance of 20%for <br /> Administration, Planning and Fair Housing. Funding recommendations for HOME were based on 75% for <br /> Affordable Housing activities, 15% set-aside for use by a Community Housing Development Organization (CHDO) <br /> and a statutory allowance of 10% for Administration. The City of Redwood City, in partnership with non-profit <br /> organizations and County agencies, will undertake numerous programs and activities to meet the five identified <br /> priorities of the Consolidated Plan and Annual Action Plan during fiscal year 2016-2017. The timeline for <br /> completion of these projects and programs and use of funds is June 30, 2017. <br /> 2016-2017 FUNDING RECOMMENDATIONS BY PRIORITY <br /> PRIORITY# 1: AFFORDABLE HOUSING <br /> Priority Need Affordable Housing-Production and Preservation <br /> Priority Level High <br /> Population Extremely Low, Very Low and Low Income Households <br /> Large Families <br /> Families with Children <br /> Elderly <br /> Special Needs Groups <br /> Geographic Areas Citywide and low income census tracts.
