7.A. - Page 12 <br /> WHEREAS, on March 8, 2016, the Housing and Human Concerns Committee <br /> completed funding recommendations for CDBG and HOME and approved the <br /> Consolidated Plan and Annual Action Plan; and <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br /> has followed its Citizen Participation Plan as part of the process for determining how the <br /> grant funds herein referenced will be used, and <br /> WHEREAS, on April 25, 2016, the Council then held a public hearing as to all <br /> matters included in the staff report of the same date; and <br /> WHEREAS, this Council desires to approve the Consolidated Plan, Annual <br /> Action Plan, the Application for a Community Development Block Grant and Home <br /> Investment Partnership Grant, and to authorize the execution of all documents and <br /> agreements pertaining thereto, including all understandings and assurances connected <br /> therewith. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br /> Redwood City as follows: <br /> 1. The Consolidated Plan, Annual Action Plan and Application prepared for <br /> submission to the United States Department of Housing and Urban Development for a <br /> Community Development Block Grant pursuant to Title I of the Housing and Community <br /> Development Act of 1974, and the Home Investment Partnership Program pursuant to <br /> the National Affordable Housing Act of 1992, copies of which as well as the <br /> Consolidated Plan are on file in the office of the Community Development Department <br /> of the City of Redwood City, are hereby approved. <br /> 2. The City Council does hereby certify that the City of Redwood City has <br /> followed its adopted Citizen Participation Plan as required by Section 104(a) of the Act. <br /> 3. The City Manager is hereby authorized to execute and file the Application <br /> and all related documents and agreements, including all understandings and <br /> assurances necessary or appropriate in connection therewith, and to provide such <br /> additional information as may be required for and on behalf of the City of Redwood City. <br /> 4.
