Hold a public hearing; and <br /> 2. Adopt a resolution adopting the Initial Study/Mitigated Negative Declaration for the <br /> U.S. Highway 101 Pedestrian Undercrossing and Bair Island Road Storm Drain Pump <br /> Station Project, adopting a Mitigation Monitoring and Reporting Plan, and approving the <br /> Project design <br /> BACKGROUND <br /> Over the past decade, the City of Redwood City has experienced an increased amount <br /> of housing in the Bayfront areas east of U.S. Highway 101. The new housing <br /> developments have attracted many new residents to the City, creating an increased <br /> demand for improved pedestrian and bicycle connections in the area. Creating a <br /> physical link between the Bayfront areas east of U.S. Highway 101 and Downtown <br /> areas has been a long-term planning goal of the City. The General Plan, Downtown <br /> Precise Plan, Peninsula Park Precise Plan, and North Main Street Precise Plan each <br /> contemplate a proposed pedestrian and bicycle path under Highway 101 as an <br /> important planning or circulation feature. The path would connect the Class I bike path <br /> along Bair Island Road and the Class II bike lanes on Main Street, and is referred to as <br /> the U.S. Highway 101 Pedestrian Undercrossing Project (Undercrossing Project). <br /> The Undercrossing Project includes: <br /> • A 14-foot wide Class I bicycle path with 9 to 10-feet of headroom under the <br /> freeway; <br /> • A battered tieback wall adjacent to the Highway 101 bridge abutment; <br /> • A cantilevered retaining wall adjacent to Redwood Creek to protect against <br /> seasonal flooding; <br /> • Landscaping improvements; <br /> • Site lighting improvements; <br /> • Accessibility improvements; and <br /> • A scenic overlook with decorative seating looking towards Redwood Creek. <br />
