7.B. - Page 4 <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, the City of Redwood City determined that the U.S. Highway 101 <br /> Undercrossing Project is considered a project under CEQA Guidelines, and the City <br /> prepared an IS/MND. The scope of the environmental analysis for the Undercrossing <br /> Project included work on a nearby pump station, referred to as the Bair Island Road <br /> Storm Drain Pump Station Project in the IS/MND. The IS/MND found that the project <br /> would create a significant environmental impact with respect to air quality, biological <br /> resources, cultural resources, geology and soils, greenhouse gas emissions, hydrology <br /> and water quality, and noise. With the implementation of mitigation measures as <br /> outlined in the MMRP (Attachment 3), all identified impacts would be reduced to less <br /> than significant levels. <br /> The IS/MND was released for a 30-day public comment period on August 23, 2013 and <br /> ending on September 23, 2013. Two (2) comment letters were received during this <br /> timeframe (Attachment 8). Attached are the City's responses to the comment letters <br /> (Attachment 9). <br /> On October 15, 2013, staff presented the project and the IS/MND to the Planning <br /> Commission. The Planning Commission adopted Resolution No. 13-24 recommending <br /> that City Council adopt the IS/MND, adopt the Mitigation Monitoring and Reporting Plan <br /> (MMRP), and approve the project design. <br /> The IS/MND reviewed by the Planning Commission was prepared to consider both the <br /> Undercrossing Project and the Pump Station Project together, though the scope and <br /> timeframes of the projects were completely separate and independent of one another. <br /> Though both projects were evaluated under the same CEQA analysis, the City moved <br /> forward with the Pump Station Project independent of the Undercrossing Project and on <br /> January 24, 2014, City Council determined that the Pump Station Project was <br /> categorically exempt under CEQA exemption criteria set forth in Section 15301, <br /> "Existing Facilities," and Section 15308, "Actions by Regulatory Agencies for Protection <br /> of the Environment," and awarded a construction contract for the Pump Station Project. <br /> Based on substantial evidence in light of the whole record, staff has prepared an <br /> Addendum to Initial Study/Mitigated Negaive Declaration for the U.S. Highway 101 <br /> Pedestrian Undercrossing and Bair Island Road Storm Drain Pump Station Project <br /> dated April 2016 documenting changes to the project, analyzing the effects of new <br /> regulations, identifying nearby projects that were not in place when the IS/MND was <br /> prepared and confirming that the IS/MND constitutes an adequate, accurate, objective, <br /> and complete review of the environmental effects of the U.S. 101 Pedestrian <br /> Undercrossing Project. The Addendum concludes that the project would not result in <br /> the identification of new significant environmental impacts nor substantially increase the <br /> severity of previously identified significant environmental impacts, and that no additional <br /> mitigation measures will be required beyond those already identified. <br />
