7.B. - Page 60 2 Environmental Analysis <br /> Mitigation Measure BIO 1: Construction Scheduling <br /> The contractor shall install a temporary cofferdam during low tide to reduce impacts to water <br /> quality and aquatic species. The Contractor shall schedule other construction actions to avoid <br /> effects to listed species and habitats,to the extent practical. <br /> Mitigation Measure BIO 2: Pre-Construction Surveys and Buffers <br /> The City shall have a qualified biologist conduct pre-construction surveys for any endangered, <br /> special-status plant and animal species or migratory birds 72 hours prior to the <br /> commencement of pump station construction and again prior to the commencement of <br /> construction of the US 101 undercrossing project. If any migratory bird nests are detected, <br /> the City shall establish a buffer around the nest unless the California Department of Fish and <br /> Wildlife (CDFW) approves alternative measures. Typically a 50-foot buffer shall be set <br /> around any passerine/or non-passerine nests,and a 250-foot buffer shall be set around any <br /> raptor nest. <br /> Mitigation Measure BIO 3: Pre-Construction Surveys for Roosting Bats <br /> The City shall have a qualified biologist conduct pre-construction surveys for any roosting <br /> bats prior to the commencement of any construction activities under or within 100 feet of US <br /> 101 and Convention Way bridges. If any roosting bats are found under a bridge or within <br /> trees in the project area during pre-construction surveys, the City shall contact the U.S. Fish <br /> and Wildlife Service (USFWS) or CDFW to determine how to proceed. Typically,the City <br /> shall passively exclude or evict the roost site for two consecutive days. If there is a period <br /> without construction activity within 100 feet of the bridges during the bat roosting season, an <br /> additional bat pre-construction survey shall be conducted. <br /> Mitigation Measure BIO 4: Install Exclusionary Fencing <br /> Prior to the onset of construction within 100 feet of Redwood Creek, the Contractor shall <br /> install exclusionary fencing around the project area limits to prevent special-status species <br /> from entering the project area. During the installation of wildlife exclusionary fencing,a <br /> qualified biologist shall monitor the area for any potential presence of endangered or special- <br /> status species. In the case an endangered or special-status species is found, the CDFW or <br /> USFWS shall be contacted for the appropriate procedures to follow for the protection of the <br /> species. <br /> Mitigation Measure BIO 5: Employee Education and Awareness Training <br /> Prior to construction of the pump station and US 101 undercrossing, a professional biologist <br /> shall conduct an educational program for construction personnel. This program shall include <br /> the following: <br /> • Information on protected species and their habitats that are likely to be found on site; <br /> • Federal and state law requirements pertaining to these species; <br /> 2-20 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
