7.B. - Page 80 2 Environmental Analysis <br /> d)Be located on a site which is included on a list of hazardous materials sites compiled <br /> pursuant to Government Code Section 65962.5 and, as a result, would it create a significant <br /> hazard to the public or the environment? <br /> The project area does not contain any sites that are on the list of Hazardous Waste and Substance <br /> Site maintained by the DTSC,pursuant to Government Code Section 65962.5 (DTSC, 2102). Based <br /> on the hazardous material database searches and ESA (See Appendix F), one facility adjacent to the <br /> project area, at 350 Convention Way,was reported to have LUSTs; the facility site-clean up has been <br /> completed,and the State Water Resources Control Board (SWRCB) closed the case as of February 6, <br /> 2001 (SWRCB,2013). The proposed project would not involve any activities on the parcels <br /> identified as hazardous material-listed sites. No federal National Priority-listed (NPL) sites are <br /> within a 3.0-mile radius of the project area. One active Comprehensive Environmental Response, <br /> Compensation, and Liability Information System (CERCLIS) site (Duolite International) is <br /> approximately one mile southeast of the project area. Three Resource Conservation and Recovery <br /> Act (RCRA) hazardous waste sites are within a 3.0- mile radius of the project area;the closest is 1.3 <br /> miles to the northeast. At these distances, the materials at these sites would not affect the proposed <br /> construction activities. (No Impact) <br /> f)For a project within the vicinity of a private airstrip, would the project result in a safety <br /> hazard for people residing or working in the project area? <br /> The proposed project would be approximately 1.5 miles from the San Carlos Airport and would be <br /> consistent with the areas of influence established by the City and County Association of <br /> Governments of San Mateo County (C/CAG). The ground-level facilities would not result in a <br /> hazard to navigable airspace at the airport, according to the criteria in the Federal Aviation <br /> Regulations (FAR) Part 77, Objects Affecting Navigable Airspace. There are no other private airstrips in <br /> the vicinity of the project area. There would be no impacts to airport safety. (No Impact) <br /> g)Impair implementation of or physically interfere with an adopted emergency response <br /> plan or emergency evacuation plan? <br /> The proposed project would not interfere with any emergency response and evaluation plans. The <br /> proposed construction activities would occur underneath the US 101 bridge or on lands owned by <br /> the City, outside designed roadways. All major roads and evacuation routes would be accessible <br /> during construction. The City would design the proposed joint-use path to be capable of <br /> accommodating passage of a light duty emergency vehicle should access be needed in the event an <br /> emergency. (Less than Significant Impact) <br /> 2-40 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
