7.B. - Page 94 2 Environmental Analysis <br /> The temporary noise from routine construction activity, however,would be within the levels <br /> considered normally acceptable at the residential districts on Brewster Avenue and at the Kaiser <br /> Permanente facilities. The proposed construction activity and equipment would comply with the City <br /> noise ordinance and would not result in prohibited increases in noise levels in residential areas. <br /> Once constructed, noise levels from the US 101 undercrossing and Bair Island pump station would <br /> be within the levels normally acceptable for the surrounding areas. The replacement pumps would be <br /> underground and would typically operate when submerged in the wet well,which would dampen the <br /> pump noise. The emergency generator would have a noise enclosure,which would reduce noise <br /> levels to 71 dBA at 50 feet. Noise levels at the adjacent commercial uses would be less than 65 dBA. <br /> The following measures would reduce noise impacts from project-related construction activities and <br /> the emergency generator: <br /> Mitigation Measure NOI 1: Construction Scheduling <br /> The Contractor shall ensure that noise-generating construction activity is limited to between <br /> the hours of 7:30 AM and 4:00 PM,Monday through Friday, and noise levels generated by <br /> construction are prohibited on Saturdays, Sundays and holidays. <br /> Mitigation Measure NOI 2: Construction Equipment Mufflers and Maintenance <br /> The Contractor shall equip all internal combustion engine-driven equipment with intake and <br /> exhaust mufflers that are in good condition and designed for the equipment. <br /> Mitigation Measure NOI 3: Quiet Equipment Selection <br /> The Contractor shall use quiet construction equipment,particularly air compressors,wherever <br /> possible. <br /> Mitigation Measure NOI 4: Notification of Pile Driving <br /> The Contractor shall provide advanced written notification of the schedule for project pile <br /> driving activities to homes and businesses on the east side of US 101 within 200 feet of the <br /> replacement pump station site. <br /> Mitigation Measure NOI 5: Noise Disturbance Coordinator <br /> The City shall designate a "noise disturbance coordinator" who would be responsible for <br /> responding to any local complaints about construction noise. The disturbance coordinator <br /> would determine the cause of the noise complaint (e.g., starting too early,bad muffler, etc.) <br /> and institute reasonable measures warranted to correct the problem. The telephone number <br /> for the disturbance coordinator shall be posted in a conspicuous location at the construction <br /> site. <br /> Mitigation Measure NOI 6: Enclosure <br /> The Contractor shall select an available sound attenuation enclosure for the emergency <br /> generator that would reduce noise levels to 71 dBA at 50 feet. <br /> 2-54 US 101 Pedestrian Undercrossing and Bair <br /> Island Road Storm Drain Pump Station Project <br />
