2 Environments 7.B. - Page 97 <br /> The proposed project would add infrastructure to the area and would increase the appeal of the <br /> designated development areas east and west of US 101. The project would be consistent with both <br /> development plans and would accommodate the projected population growth in the Bayfront and <br /> Downtown areas advocated in the Urban Form Land Use Element of the City General Plan (City of <br /> Redwood City,2011). Therefore,the proposed project would not individually or cumulatively induce <br /> population growth in the project area. The proposed project fulfills long-term planning goals and <br /> would not,in itself,induce substantial population growth in the area. (Less than Significant <br /> Impact) <br /> b)Displace substantial numbers of existing housing,necessitating the construction of <br /> replacement housing elsewhere? <br /> The proposed joint-use path and pump station does not contain any residential components or <br /> require construction of replacement housing. (No Impact) <br /> c)Displace substantial numbers of people,necessitating the construction of replacement <br /> housing elsewhere? <br /> A small encampment of three to six homeless people were encountered during site surveys <br /> underneath the US 101 bridge. The proposed project would displace this informal community of <br /> people living under the bridge. However, the City has a number of homeless prevention programs <br /> that would be available to these individuals prior to the commencement of project construction. As <br /> discussed above in Section 2.10,Land Use and Panning, homeless services range from emergency <br /> shelter to transitional housing to shared housing to permanent housing according to the City's <br /> Continuum of Care plan. Therefore, the City's available programs would be a suitable alternative to <br /> the homeless population. Impacts to population and housing would be less than significant. (Less <br /> than Significant Impact) <br /> 2.14 PUBLIC SERVICES <br /> The existing fire protection,police services, and governmental services are sufficient to support the <br /> project development. The proposed project would not involve the construction of new housing <br /> units or residential development that would necessitate an increased demand for additional services <br /> and manpower, or the expansion of existing services. <br /> The proposed project is not considered to be a commercial or residential project requiring impact <br /> fees to be paid to the Redwood City School District that oversees building permits issued. There <br /> would be no impact to schools in the area from the proposed project. According to the Building <br /> Community Element of the City General Plan,the closest park to the project area is Courthouse <br /> Square Park,which is approximately 0.4 miles away (City of Redwood City, 2011). The proposed <br /> project would have no impact on existing park services.
