7.B. - Page 142 <br /> an approximately 46.45-acre site consisting of two noncontiguous sites: Pete's Harbor <br /> and the Peninsula Marina. The MSV project included 1,930 housing units, a 200-room <br /> hotel, 25,000 square feet of retail, 150,000 square feet of office space on two <br /> waterfront sites with marina amenities, and 17 240-foot high towers. In the late spring <br /> of 2004, the City certified the EIR and approved the MSV Project, including the MSV <br /> Precise Plan. In the fall of 2004, a voter referendum repealed the Zoning Amendment <br /> and the associated MSV Precise Plan, which served as the zoning allowances for the <br /> MSV project development. The referendum did not affect the EIR certification for the <br /> MSV project and precise plan. <br /> The referendum cited a wide range of specific concerns about the MSV project. In <br /> summary, major issues included building height, density, traffic, public access, and other <br /> environmental impacts. In response to the concerns expressed by the voters, the <br /> applicant submitted a reduced scale of the MSV project, known as the Peninsula Park <br /> Project, which focused only on the Peninsula Marina portion of the MSV project site <br /> with a lower density and lower building heights. This reduced project is known as the <br /> Peninsula Park Precise Plan, a 33-acre site that includes 796 multi-family residential <br /> units, 10,000 square feet of retail space, a 200-room hotel, public park areas, a marina, <br /> and canals. As part of its review of the PP Precise Plan, the City prepared an Addendum <br /> to the 2003 EIR for the MSV Project (SCH No. 2002022076). Under Section 15164(c) of <br /> the CEQA Guidelines, an Addendum is not required to be circulated for public review. <br /> However, in the interest of full public disclosure, the City made the Addendum available <br /> for public review and comment for a period of 20 calendar days, from October 19 to <br /> November 7, 2007. In December 2007, the PP Precise Plan was approved by the City. <br /> The PP Precise Plan is available on the City's website <br /> (http://www.redwoodcity.org/phed/planning/peninsulapark/pdf/Peninsula Park Final <br /> Jan 08.pdf). <br /> Please note that the Peninsula Park project was not constructed as envisioned in the PP <br /> Precise Plan. The applicants further reduced this project in 2011.
