7.B. - Page 213 <br /> 2 Environmental Analysis <br /> • Use low sulfur fuel for stationary construction equipment,to the extent feasible. <br /> • Use existing power sources (e.g.,power poles) or clean fuel generators rather than <br /> temporary power generators, to the extent feasible. <br /> • Use low emission on-site stationary equipment,to the extent feasible. <br /> Operation of the project would require testing the emergency generator up to 50 hours per year. <br /> Installation of the diesel generator would require a permit from the BAAQMD, and the greenhouse <br /> gas significance level for the project would be 10,000 metric tons carbon dioxide equivalent per year. <br /> Emissions from testing the generator up to 50 hours a year would be less than 10 metric tons carbon <br /> dioxide equivalent per year,well below the significance threshold. <br /> Project operations would also consume 75 megawatt hours (MWhr) of electricity per year to operate <br /> the pump station and 12 MWhr to operate lighting for the undercrossing. Annual operational <br /> emissions would result in 35.3 metric tons of carbon dioxide equivalent gases (see Appendix C). <br /> Installation of the US 101 pedestrian and bicycle path undercrossing would reduce emissions of <br /> greenhouse gases,based on the 2.4 percent reduction in of mobile source emissions from the <br /> Bayfront,using Ca1EEMod modeling for the One Marina development,with and without the <br /> proposed project. This reduction would lower greenhouse emissions by at least 53.5 metric tons <br /> carbon dioxide equivalent per year, based on improved pedestrian access and reduced distance to <br /> Downtown and transit stations. The savings in emissions from the reduction in vehicle trips would <br /> be greater than the emissions from maintenance and power purchases, and the net result of the <br /> project would be a reduction of at least 18.1 metric tons carbon dioxide equivalent emitted per year. <br /> This lower-bound estimate does not consider future development in the area,trips to nearby <br /> Convention Way and Main Street,and assigns the 18 percent reduction attributable to the One <br /> Marina location to the existing condition,even through residents are not likely to walk or bike to <br /> Downtown without the proposed path. <br /> With the implementation of these measures and Mitigation Measure AIR 1, Basic Construction <br /> Mitigation Measures,the temporary impacts of the project to greenhouse gas concentrations and <br /> climate change would be less than significant. After a few years of operation, the anticipated <br /> reductions in greenhouse gas emissions from the operation of the proposed project would offset the <br /> emissions from construction and result in a net benefit to atmospheric greenhouse gas <br /> concentrations. (Less than Significant Impact with Mitigation Incorporation) <br /> b) Conflict with an applicable plan,policy or regulation adopted for the purpose of reducing <br /> the emissions ofgreenhouse gases? <br /> The proposed project would be consistent with the applicable state and local plans, policies,and <br /> regulations regarding the reduction of greenhouse gases. The temporary increase in emissions would <br /> not interfere with the attainment of the AB 32 goals for 2020 and would contribute to the reductions <br /> required by the plan. The greenhouse gases generated would reflect the lower emissions required by <br /> 2-36 US 101 Pedestrian Undertrossing and Bair <br /> Island Road Stone Drain Pump Station Project <br />
