WHEREAS, on April 5, 2016, pursuant to Section 2.0.3.A.3 of the DTPP, the <br /> Commission considered and accepted the recommendation of the HRAC regarding the <br /> Project's consistency with the DTPP historic preservation standards and guidelines, <br /> including its effect on the adjacent historic resources located at 2200 Broadway, 2215 <br /> Broadway, 2301 Broadway and 2317 Broadway; and <br /> WHEREAS, on April 5, 2016, the Commission conducted a public hearing, in <br /> accordance with all applicable requirements of the State Planning and Zoning Law, the <br /> DTPP and the Redwood City Zoning Ordinance, Article 52 to consider approval of <br /> Downtown Planned Community Permit Application No. DPC2015-04 and Sign Permit <br /> Application No. SP2015-010 and the recommendation of the HRAC; and <br /> WHEREAS, on April 5, 2016, the Commission has determined that the proposed <br /> Downtown Planned Community Permit and Sign Permit, with the revision to the Broadway <br /> frontage "Starbucks" wall sign to be moved closer to the corner of the building to align <br /> with the "Starbucks"wall sign proposed along Hamilton Street,would further the purposes <br /> of and appropriately implement the City of Redwood City General Plan, applicable <br /> provisions of the Redwood City Code and Downtown Precise Plan, and the 801 Hamilton <br /> Street project. <br /> NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br /> Section 1. The Planning Commission finds that the above recitals are accurate <br /> and constitute findings in this matter and, together with the Staff Report and the <br /> application materials, including without limitation the development plan, and all other <br /> documents, reports, studies, memoranda, maps, oral and written testimony, and <br /> materials in the City's file for the applications and the Project, and all adopted City <br /> planning documents relating to the Project and the property including the City's General <br /> Plan, the Redwood City Code, Downtown Precise Plan, Downtown Precise Plan EIR and <br /> other applicable City laws and regulations, and all associated approved and certified <br /> environmental documents, have together served as an adequate and appropriate <br /> evidentiary basis for the findings and actions set forth in this Resolution. <br /> Section 2. Environmental Review: The Planning Commission finds that: <br /> a. The Project meets the requirements of CEQA Guidelines Section <br /> 15301, Class 1, because the Revised Project involves interior <br /> reconstruction and minor exterior modifications to an existing <br /> commercial building. The Project will continue the previous retail <br /> use and does not involve an expansion of use nor an increase in <br /> the existing building footprint. <br /> b. In accordance with CEQA Guidelines Section 15300.2(f), the <br /> Revised Project will not cause a substantial adverse change in the <br /> significance of the historic resource on the subject property <br /> because the improvements will be conducted in a manner that is <br /> ATTY/RES0.0025/PC RESO—801 HAMILTON <br /> REV:04-11-16 VR <br /> Page 2 of 10 <br />
