Public Hearing to introduce new water rates. (1204-02) <br /> Affidavit of Notice of Public Hearing is on file in the City Clerk <br /> Department. <br /> REPORT: Director of Finance, September 14, 1992 <br /> Finance Director Ramchandani presented the staff report and through overhead <br /> slides, illustrated past, present and future water rate structures and <br /> actual costs. Director Ramchandani advised that Redwood City had not raised <br /> rates over the last three years, but due to lower water consumption and <br /> lower revenues, the City now had to pass on the 110% increase by the City's <br /> supplier, the City of San Francisco. Director Ramchandani advised that the <br /> new structure established a Life Line Rate of 1-5 units in a billing cycle, <br /> and the pass through would be charged equally per unit to all water <br /> customers inside and outside the city limits, except the Life Line <br /> customers. Director Ramchandani described projected deficit and deferment <br /> of improvements and maintenance, and demonstrated how Redwood City rates <br /> would still compare favorably with surrounding cities. <br /> In response to questions from Councilman Murray, City Attorney Schricker <br /> advised that the reference to Redwood Shores in the proposed resolution was <br /> a historical reference and a part of the Municipal Code and would be <br /> addressed when the Code is revisited and revised. <br /> Mayor La Berge opened the public hearing at 8:19 p.m. and invited anyone who <br /> wished to speak to please do so. <br /> The following people addressed the Council: <br /> Mary Ann Hanson, Turnsworth Avenue, Redwood City, asked why the percentage <br /> increase was not the same for everyone. <br /> Councilman Greenalch, chairman of the Council Water Committee, answered that <br /> the intent of the increase was to have water customers pay only for the <br /> actual increase per unit charged to Redwood City from its supplier, the City <br /> of San Francisco. <br /> Nita Spangler, Edgewood Road, Redwood City, spoke about the need to <br /> charge actual costs and not keep rates artificially low or defer maintenance <br /> or improvements; and, described the need for a new filtration plant in Hetch <br /> Hetchy, and other investments in the infrastructure. <br /> Regular Meeting Minutes <br /> September 14, 1992 <br /> Page 3 MINUTE BOOK NO. 51 <br /> Page No. 187 <br /> ,.. ._-,. _. ... <br />
