9.A - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 9, 2016 <br /> SUBJECT <br /> US 101/84 Interchange Improvement Project Update and Overview of Draft <br /> Environmental Document <br /> RECOMMENDATION <br /> Receive staff report on project update and overview of the Draft Environmental <br /> Document and provide guidance on the Draft Environmental Document to the <br /> consultant team <br /> BACKGROUND <br /> The City of Redwood City, in cooperation with the California Department of <br /> Transportation (Caltrans) and the San Mateo County Transportation Authority (SMCTA), <br /> is proposing to reconstruct the Route 101/84 (Woodside Road) interchange. The <br /> purpose of the project is to relieve existing and future traffic congestion, and to improve <br /> traffic safety and vehicular access to and from Route 101 and SR 84 (Woodside Road). <br /> The goals include improving highway operations, reducing associated congestion on <br /> Redwood City streets, removing barriers to non-motorized travel (bikes, pedestrians, <br /> etc.) and minimizing impacts on nearby businesses. <br /> Caltrans, as owner and operator of the interchange, is the Lead Agency for the <br /> environmental review and is ultimately responsible to approve the associated <br /> documents. The environmental documents will reflect the recommendations of the <br /> community and the City Council. <br /> On January 27, 2014, staff and the consultant team gave the City Council an overview <br /> of the US 101/84 Interchange Improvement project. This overview included a <br /> community outreach strategy. The Council provided comments and guidance. <br /> On September 22, 2014, staff and the consultant team gave City Council a project <br /> update and an overview of the alternatives development process, including two <br /> promising alternatives and one variation. The Council provided comments and <br /> guidance. <br /> On April 11 , 2016, the Draft Environmental Document (DED) was issued for public <br /> review and comments and a public meeting on it was held on April 28, 2016 at City Hall. <br /> The comment period on the DED closes May 26, 2016. <br />
