6.1.F. - Page 2 <br /> On June 23, 2014 Council approved Amendment No. 1 to the original agreement, which <br /> allowed TRA to continue with all pertinent work to complete the EIR for the project. <br /> On June 22, 2015 Council approved Amendment No. 2 to the original agreement, which <br /> allowed TRA to study additional alternate tank location on the same land parcel. <br /> ANALYSIS <br /> TRA completed the working Administrative Draft EIR in November 2015. Staff has <br /> reviewed the ADEIR and recognized that the document required additional work on <br /> several chapters of the focused EIR, with substantial revisions in the aesthetics impacts <br /> chapter, to add clarity to the issues. There will be need to create a new geology chapter <br /> in order to provide more readily accessible analysis of the geology issues associated <br /> with the project. <br /> Additional budget will also be needed to adequately incorporate the complex analyses <br /> of alternates into the EIR which required more comprehensive changes throughout the <br /> document than anticipated. The technical nature of the geologic site constraints and its <br /> influence on the project and alternatives designs required increased communication and <br /> coordination between the consultant team and City staff. The protracted schedule and <br /> project complications have required more project management tasks than anticipated in <br /> past amendments. <br /> With Council's approval of this Amendment, staff and TRA plan to complete the Draft <br /> EIR for public review and Planning Commission's recommendation in June-July 2016 <br /> time frame. The Final EIR certification by Council is currently planned for mid October <br /> 2016. <br /> ALTERNATIVES <br /> Council may choose not to approve the proposed Amendment No. 3 with TRA <br /> Environmental Sciences, Inc. to complete the EIR document for the project. As an <br /> option, Staff could complete the EIR document in house for similar costs in effort and <br /> time. <br /> FISCAL IMPACT <br /> Funds for this project were appropriated as Water Fund Capital Projects — California <br /> Tank, Pump Station, and Generator. These project accounts have a combined available <br /> balance of $2,911,005.42 as of March 31, 2016. <br /> ENVIRONMENTAL REVIEW <br /> The preparation of the Environmental Impact Report proposed in this report does not <br /> constitute a project as defined by the California Environmental Quality Act. <br />
