ASSISTANT CITY ATTORNEY I <br /> DEFINITION <br /> 2/ 9/ 77 <br /> Under direction and supervision of the City Attorney , to assist <br /> in administering the legal affairs of the City ; and to do related <br /> work as required . All work is performed in close cooperation with <br /> the City Attorney and is subject to his review and final decision . <br /> DISTINGUISHING CHARACTERISTICS OF THE CLASS <br /> The incumbent in this class performs legal work peculiar to <br /> municipal government and administration . Assignments are made by <br /> the City Attorney and require general supervision and direction by <br /> the City Attorney . The incumbent is expected to exercise extensive <br /> independence in the determination of procedures and points of emphasis <br /> in the performance of assignments which are normally carried through <br /> all research and presentation phases . <br /> EXAMPLES OF DUTIES AND RESPONSIBILITIES <br /> Performs legal research as required ; appears before all Federal <br /> and State Courts and administrative agencies ; examines and analyzes <br /> Court decisions and legislation to determine their effect upon <br /> municipal affairs ; analyzes evidence and other data for points of <br /> law involved and confers with persons concerned ; prepares written <br /> legal opinions , briefs , pleadings and reports ; conducts or assists <br /> in the conduct of Court trials and negotiations ; examines records , <br /> investigates claims ; investigates statutory and other governing laws <br /> and prepares resolutions , ordinances , charter amendments , contracts , <br /> deeds , leases and other legal instruments ; confers with departmental <br /> officials and others concerned as to the content and intent of <br /> documents ; prepares memoranda and conducts correspondence ; advises <br /> and assists in negotiations for land acquisition ; advises in the <br /> preparing and ' conduct of elections ; advises and assists on all aspects <br /> of employee relations and workers ' compensation ; enforces City <br /> ordinances ; performs related work , as required . <br /> REQUIRED KNOWLEDGE , SKILLS , AND ABILITIES <br /> Knowledge of legal principles and practices , including civil , <br /> criminal , constitutional and administrative law and procedure ; <br /> knowledge of trial procedure and rules of evidence ; knowledge of <br /> research ; ability to analyze and apply legal principles ; knowledge <br /> of techniques of legislative drafting ; knowledge of pleadings and <br /> practice and of effective techniques in the presentation of Court <br /> cases ; knowledge of statutory and other governing law pertaining to <br /> the field of public employee relations ; knowledge of workers ' <br /> " EXHIBIT F " <br />
