'City of Redwood City <br /> M <br /> February 1977 <br /> PROPOSED <br /> POLICE LIEUTENANT <br /> DEFINITION <br /> Under direction , supervises police activities on an assigned shift , <br /> division or unit ; does related work as required . <br /> DISTINGUISHING CHARACTERISTICS OF THE CLASS <br /> A Police Lieutenant is responsible for all police activities on an assigned <br /> shift or special assignment such as training , safety or investigation . A <br /> Police Lieutenant must be familiar with laws and ordinances , with prac ices <br /> and procedures of the department and with modern police management . Tie <br /> classification works under the direction of a Police Captain or Chief of <br /> Police . A Police Lieutenant has considerable discretion in dealing with <br /> the diverse problems that occur . General policies are determined by the <br /> Chief of Police . <br /> EXAMPLES OF DUTIES <br /> Directs and supervises the activities and personnel of an assigned shift <br /> r <br /> or directs a special function ; instructs subordinate officers in work <br /> assignments and procedures ; interprets new laws , ordinances , rules and <br /> regulations for subordinate officers ; assists in planning patrol areas and <br /> assigning officers ; plans , develops and administers individual and group <br /> training programs ; enforces disciplinary measures when necessary ; assigns <br /> cases to subordinate officers and reviews their work ; answers correspondence <br /> and prepares reports with recommendations for corrective action ; confers <br /> with and assists department and management personnel in working out detailed <br /> plans for programs ; ascertains that new officers receive adequate training <br /> in police methods and procedures ; supervises the investigation of major <br /> criminal offenses ; gathers information , prepares reports and makes recom- <br /> mendations ; prepares budget estimates and controls the expenditure of funds ; <br /> supervises and reviews the performance reports of police personnel ; <br /> reviews the activities and reports of officers ; enforces departmental rules <br /> and regulations , work methods and procedures . <br /> REQUIRED KNOWLEDGE , SKILLS AND ABILITIES <br /> Thorough knowledge of the principles and practices of police management ; <br /> thoroughvknowledge of modern police methods and methods of crime detection <br /> and criminal identification ; thorough knowledge of laws and ordinances <br /> governing local police activities ; ability to plan and supervise police <br /> personnel ; ability to meet the public and to discuss problems and complaints <br /> tactfully and courteously ; ability to maintain effective working relation- <br /> ships with employees and other management personnel ; ability to write clear <br /> and concise reports , memoranda , directives and letters ; ability to accom- <br /> plish assigned administrative work with a minimum of supervision and only <br /> general directions ; good physical condition . <br /> ACCEPTABLE EXPEIENCE AND TRAINING <br /> Considerable experience in police work some of which shall have been at an <br /> administrative or supervisory level and graduation from a college with a <br /> degree in public administration , business administration , law enforcement <br /> " EXHIBIT I " <br />
