Option To Participate In AB 2028 San Mateo County Pilot Program
Providing for All-Mailed Ballot for November 3, 2015 Election (307)
Silvia Vonderlinden, City Clerk, gave a brief presentation on this item
(Presentation on file).
Vice Mayor Foust stated that she had asked for a clarification from the City Attorney about
a potential conflict to vote on this item as someone who is up for reelection. Ms.
.,,, Thompson, City Attorney, stated that Vice Mayor Foust had asked if Council Members up
for reelection had a conflict of interest when voting for whether to have an all-mail ballot
,, election. She stated that there is no conflict of interest.
Council Member Seybert stated that Redwood City is the last City to vote on this. He
stated that he will be voting with significant reservations because he does not think this
pilot program has been well thought out. He stated that he thinks the City should have
an additional polling site in Redwood City. He stated that he is very concerned about
people waiting until election day to mail in their votes which would cause a significant
delay in the results.
Council Member Pierce stated that she will support this item with the request that the City
do additional outreach and request additional polling sites. She stated that she has
accessibility and outreach concerns. Council Member Aguirre stated that she has the
same concerns as Council Member Pierce. She stated that the all-mail ballot puts more
pressure on the City to work for accessibility and outreach. Council Member Howard
agreed with the other Council Members. She stated there needs to be additional outreach
and additional polling sites. Mayor Gee stated that he shares the same concerns as the
Council Members, as the community is dispersed and diverse. He stated that there needs
to be a polling center in Redwood Shores, Fair Oaks, and in the Senior Center. He stated
that the state officials have supported all-mail ballot but they won't be elected by mail
ballots as it's a local measure. He stated that there needs to be funds allocated to

augment outreach in approximately$25,000 because mail doesn't work for all parts of the

JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD/ July 27, 2015
PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 15
MINUTE BOOK NO. 65
Page No. 460
