Redwood City Downtown Plan EIR &
Housing Element EIR
EXHIBIT A
Scope of Work and Schedule
EDAW, Inc.
March 11, 2002

1. SCOPE OF WORK

The following details the scope of work that EDAW will follow for the Redwood City Downtown
Area Plan EIR & the Housing Element EIR.

This scope of work assumes that two separate EIR documents will be prepared. However, most of the
technical analyses will be used for both documents. This approach assumes that the Downtown Area
Plan and associated implementing actions (including the parking ordinance and potential
modifications to the redevelopment area) are the only regulatory changes envisioned by the Housing
Element. Furthermore, the City anticipates that most public meetings will serve both environmental
review processes.

If it is found that more independent environmental review processes are required, EDAW's scope of
work and fee will require modification.

Optional tasks are described for the City's consideration, but are not included in the base scope of
work or fee proposal. Optional tasks could be completed using contingency funds, if they are
allocated.

TASK A. PROJECT INITIATION AND COORDINATION

Al. Data Gathering

EDAW will gather existing documents from the City that will be necessary to complete the
environmental analysis. The following is a list of the documents we will need for our analysis,
including those already in EDAW's Library.

- Urban Water Management Plan 2000 (UWMP)
- Updated Water Demand Projections (as completed)
- Draft EIR for the Franklin Street Area Plan and Rezoning EIR (LCP Associates, October
1995)
- Franklin Street Mitigated Negative Declaration
- Redwood City Historic Resources Inventory
- City's Urban Design Study
- Urban Design Guidelines
- Redwood City Strategic General Plan
- Downtown Redevelopment Plan
- Draft Housing Element
- Downtown Mixed-Use Retail/Cinema Project EIR
- City Code, including Tree Preservation, Stormwater Management and Discharge Program,
Grading, Noise Regulations, and Historic Preservation (available on-line)

Fehr & Peers will also collect information and traffic data under this task, in preparation of Task B3.
