Cumulative Conditions <br />The trips from pending projects in the area (or projected growth identified by the City and/or ABAG) <br />will be added to intersection volumes under Project Conditions to determine intersection volumes <br />under Cumulative Conditions. This will include growth throughout Redwood City as well as regional <br />growth. Based on the corresponding LOS analysis, improvements to provide acceptable operating <br />levels will be identified. <br /> <br />Assess Site Access and Circulation of Downtown Plan Catalyst Sites <br />The level of detail currently available for the opportunity sites identified in the Downtown Plan is <br />limited. Based on the locations and adjacent roadways, we will assess access to Areas 1 through 3 <br />(the Catalyst sites) and obtain input from City staff on where driveways may be permitted. Fehr & <br />Peers will make recommendations on vehicular, pedestrian, bicycle, and transit access and will <br />highlight any potential localized operational issues. Recommendations may include turn restrictions <br />or street closures to improve existing deficiencies that could be exacerbated by project-generated <br />traffic. <br /> <br />Prepare Documentation <br />Fehr & Peers will provide the results of the analysis in a stand-alone draft transportation impact <br />analysis (TIA) report. EDAW will use this report to develop the EIR traffic impact sections for each <br />of the EIRs. Review comments on the Administrative Draft EIR will be incorporated into both the <br />Draft EIR sections and the TIA. <br /> <br />Optional Task: Higher-density developments in mixed-use areas and those located near transit hubs, <br />such as the Caltrain station, can have lower parking demands than those typically required by City <br />code. Fehr & Peers could evaluate proposed modifications to parking requirements in the downtown <br />area (as described in Policies 3.14 and 4.18 of the Downtown Area Plan). It is not known whether the <br />proposed changes will be available for analysis, or whether they will be a future implementing action <br />of the Plan that will be considered after the Area Plan is adopted. This analysis is not included in <br />EDAW's base scope of work or fee. <br /> <br />B4. Air Quality <br /> <br />Similar to the traffic, circulation, and parking scope of work, EDAW will complete one air quality <br />analysis, which will be modified in format for inclusion in both the Downtown Area Plan EIR & <br />Housing Element EIR. <br /> <br />Redwood City is located within the Bay Area Air Basin (Basin) within the jurisdiction of the Bay <br />Area Air Quality Management District (BAAQMD). The Basin is currently designated non- <br />attainment for State PM~0 standards and state and federal 1-hour ozone standards. <br />EDAW will describe regional air quality and generally characterize air quality in the vicinity of the <br />project area. In addition, meteorological conditions in the vicinity of the project area that could affect <br />air pollutant dispersal or transport will be described, if needed. However, field monitoring of <br />meteorology and pollutant emissions is not included. The local topographic effects on pollutant <br />dispersal will be discussed. EDAW will describe applicable air quality regulatory framework, <br />standards, and significance thresholds that will be used as the basis for environmental impact analysis. <br />The analysis of air quality impacts will be based on the BAAQMD CEQA Guidelines (April 1996, <br />revised December 1999) recommended methodology and thresholds. The air quality impact analysis <br />will include a general discussion of potential short-term (i.e., construction) air pollutant emissions. <br />Projected construction emissions will be estimated based on construction data (e.g., assumed duration <br />of construction, amount of land to be disturbed/graded, types of equipment to be used, number of <br />construction employees) to be provided by the project applicant. Consistent with the BAAQMD <br />methodology for assessing construction emissions, the determination of significance with respect to <br />construction emissions will be based on a consideration of the control measures to be implemented. <br /> <br />Redwood City Downtown Plan EIR & 8 <br />Housing Element EIR <br />Scope of Work, EDAW Inc. <br /> <br /> <br />
