meter transaction records and settlement reports to provide full transaction auditing capabilities despite any <br /> potential communication interruptions <br /> As noted previously, all transactions are logged with a proprietary logging algorithm which prevents <br /> duplicate transactions. IPS performed over 60,000,000 credit card transactions of over $ 140,000,000 in total <br /> revenue in 2012, and has not had any duplicates to date. <br /> 15. Maintenance <br /> a. Meters shall be easily maintained and serviced, and shall be designed so that metallic and non- <br /> metallic foreign objects can be cleared from the coin chute or track and/or card reader slot within a <br /> three-minute timeframe, under any weather conditions. No special tools shall be required. <br /> IPS complies. A potential coin jam can be cleared with a basic screw driver, typically within three minutes or <br /> less <br /> b. Meters shall return to full functionality within one minute of replacing a coin chute or track and/or <br /> and card reader. The replacement process shall take no longer than three minutes. No special tools <br /> shall be required for replacement of these items. <br /> IPS complies. <br /> c. Meters shall feature on-board diagnostics that include a full on-screen menu or display that shows <br /> electronic error codes that enable technicians to analyze problems on-site. <br /> IPS complies. The MSTM features a diagnostic mode which is a useful tool for determining any meter issues <br /> and preventing potential problems in the future. The diagnostics menu can be reached using the four button <br /> keypad on the pay station and following the prompts. <br /> d. Meters shall allow for The City's maintenance and meter shop staff to add time without making <br /> payment and/or having the payment register as revenue in the audit information (e.g., if a Customer's <br /> payment has to be deleted during maintenance). This usage shall be logged as a distinct payment type <br /> (e.g., instead of the payment being labeled "cash" or "credit", it might be labeled "maintenance"). The <br /> value of the payment shall be logged as $0.00. <br /> IPS complies. The IPS maintenance card enables authorized personnel to run test transactions at the pay <br /> station. Each test transaction will be logged in the DMS under the Maintenance Credit screen. In addition, <br /> maintenance cards can be used to allow designated vehicles to park in pay station lots. The cards may be <br /> configured to a certain individual (i.e., Technician ABC) and all meter maintenance credits are logged in the <br /> management system for easy tracking. Time added to the meter with the meter maintenance card will not <br /> affect the customer's revenue audit. <br /> e. The proposed mechanism shall have the ability to temporarily disable the recording of cash and card <br /> (credit and smart card) totals to allow audit data test purchases by coin or card without being recorded <br /> in the payment audit data. After this feature is invoked, the recording of any coins/cards shall be <br /> immediately disabled to allow for testing. The test coins/cards shall not register until there has been no <br /> activity for a set period of time provided by the City (this shall be configurable via CMS), after which <br /> time the registering of payments is enabled automatically. Once the meter testing is completed, the <br /> meter shall automatically revert back to normal operation without further operator intervention or <br /> com mands. <br /> IPS meters provide a diagnostics capability to achieve this exactly as described by the City. Within the <br /> diagnostics mode, no cards/coins are registered. Once exited from the diagnostics mode, coin/card audit data <br /> and recognition automatically returns to normal. <br /> f. The proposed mechanism shall have a feature that allows maintenance staff to add a full day's time <br /> (up to 24 hours) to the mechanism without adding coin or card payments.
