Meters shall be easily maintained and serviced, and shall be designed so that metallic and non- metallic foreign objects can be cleared from the coin chute or track and/or card reader slot within a three-minute timeframe, under any weather conditions. No special tools shall be required. IPS complies. A potential coin jam can be cleared with a basic screw driver, typically within three minutes or less b. Meters shall return to full functionality within one minute of replacing a coin chute or track and/or and card reader. The replacement process shall take no longer than three minutes. The MSTM features a diagnostic mode which is a useful tool for determining any meter issues and preventing potential problems in the future. The diagnostics menu can be reached using the four button keypad on the pay station and following the prompts. d. Meters shall allow for The City's maintenance and meter shop staff to add time without making payment and/or having the payment register as revenue in the audit information (e.g., if a Customer's payment has to be deleted during maintenance). This usage shall be logged as a distinct payment type (e.g., instead of the payment being labeled "cash" or "credit", it might be labeled "maintenance"). The cards may be configured to a certain individual (i.e., Technician ABC) and all meter maintenance credits are logged in the management system for easy tracking. Time added to the meter with the meter maintenance card will not affect the customer's revenue audit. e. The proposed mechanism shall have the ability to temporarily disable the recording of cash and card (credit and smart card) totals to allow audit data test purchases by coin or card without being recorded in the payment audit data. After this feature is invoked, the recording of any coins/cards shall be immediately disabled to allow for testing. The test coins/cards shall not register until there has been no activity for a set period of time provided by the City (this shall be configurable via CMS), after which time the registering of payments is enabled automatically. Once the meter testing is completed, the meter shall automatically revert back to normal operation without further operator intervention or com mands. IPS meters provide a diagnostics capability to achieve this exactly as described by the City. Within the diagnostics mode, no cards/coins are registered. Once exited from the diagnostics mode, coin/card audit data and recognition automatically returns to normal. f. The proposed mechanism shall have a feature that allows maintenance staff to add a full day's time (up to 24 hours) to the mechanism without adding coin or card payments.
