j. MSMs shall periodically download and store the hotlist (list of bad credit card numbers) from the <br /> CMS so that they prevent cards on the Hotlist from being used even when communication is not <br /> available. <br /> IPS complies. IPS utilizes blacklists (hotlists) based on previously declined cards or cards manually added to <br /> the blacklist. This list is built over time and automatically downloaded to all meters in the City. Attempted <br /> use with a card on the blacklist will immediately result in a declined transaction without attempting <br /> communication to save battery life. <br /> k. MSM locks (top lock and vault lock) shall be high security locks with anti-tampering protection. Top <br /> lock can be mechanic or electronic whereas the vault lock shall be electronic and programmable for <br /> access by maintenance and/or collection staff. <br /> IPS complies. The MS1 cabinet door is composed of stainless steel which IPS offers as a standard feature. <br /> Stainless steel is highly vandal-resistant. Both the service door and the outer vault door locks are protected by <br /> anti-drill spin disks. In addition, a separate set of keys is required to access the lower vault door, and a T-bar <br /> is required to unlock the main vault door. <br /> I. Electronic keys and locks used for either top lock or vault lock shall be easily programmed via <br /> management system. Please specify which electronic locks are supported within proposed MSM <br /> solution. There will be need for a manual override if there is a dead battery. Please indicate how you <br /> deal with this issue. <br /> The MS1 can be fitted with Medeco electronic locks as an additional feature. Medeco offers various <br /> electronic locking systems such as the Medeco Nexgen System. A strong advantage of the Nexgen System is <br /> that the lock is a standalone item and it is not connected to the machine, other than mechanically to the <br /> locking system. It does not require that the power at the machine be on as the power to operate the lock only <br /> comes from the key which is also not connected or dependent on the equipment. When the key is <br /> programmed the software which programs the key and checks the key battery to make sure that the battery <br /> has enough power to perform the functions it is programmed to do, if the key does not have enough power to <br /> perform these functions the software will advise the programmer. Other electronic locking solutions on the <br /> market depend on the power at the machine to operate, if that power is off the electronic lock will not operate. <br /> However, with Nexgen, the power comes from the key and the key only. <br /> m. MSM housing shall be of llgauge steel or better. The City is open to composite materials of <br /> equivalent strength and weather resistance. <br /> IPS complies. The MS1 comes in stainless steel as a standard feature. <br /> n. MSM vault and maintenance doors shall be minimally 3/8 inch manganese steel or equivalent. <br /> The MS 1 is constructed of stainless steel as a standard feature with a 5mm thick cabinet. <br /> o. MSM's coin vault area shall not be accessible to maintenance staff and will be keyed separately. <br /> IPS complies. The MS1 features a separate maintenance compartment and collection vault which are keyed <br /> separately. The cash box is housed in a secure vault which features a six-point locking system and high <br /> security lock. Additional security is provided by a standard outer cabinet door. <br /> p. MSM's door to the coin box vault shall provide no direct access to the maintenance compartment. <br /> IPS complies. The MS 1 features a separate maintenance compartment and collection vault which are keyed <br /> separately. <br /> q.
