Pay-by-Phone Enforcement <br /> Pay-by-Phone enforcement follows a different process than that of Pay-and-Display or Pay-by-Space systems <br /> and often requires users to pre-register in order to utilize the service. PEOs query the database and retrieve <br /> paid parking data that includes license plate number, expiration time, and zone. This information is then <br /> cross referenced with vehicles physically located within the zone being enforced. Utilizing license plate <br /> recognizing technologies increases the efficiency of this process, but without a common platform, Pay-by- <br /> Phone adds a second phase to the enforcement process. To truly leverage on the efficiencies that Pay-by- <br /> Phone systems provide, one must simultaneously deploy a Pay-by-Plate platform providing a common thread <br /> within the paid parking data. <br /> Pay-by-Plate Enforcement <br /> Pay-by-Plate enforcement follows a similar process as that of Pay-by-Phone. PEOs will no longer be visually <br /> inspecting parking receipts or reconciling paid space data with vehicle locations, but will be conducting <br /> enforcement sessions via an interface with handheld units and the DMS database. This interface retrieves <br /> plate numbers, location ID#s, block ID#s, and transaction times for Pay-by-Plate transactions. The IPS <br /> system is capable of integrating with PayByPhone so that the City can leverage on the processes created for <br /> Pay-by-Phone enforcement when transitioning to a Pay-by-Plate system. Proper integration of Pay-by-Plate <br /> and Pay-by-Phone data creates an efficient and single enforcement process. <br /> Pay-by-Plate (PbP) <br /> PEO queries <br /> DMS system <br /> Filtered by <br /> enforcement <br /> zone <br /> Plate l= No <br /> within zon • , <br /> No Citation <br /> Mobile payment data will be incorporated into the DMS via a two-way integration with PayByPhone <br /> whereby both IPS and PayByPhone push and pull data streams. PayByPhone will push data to the IPS DMS <br /> creating one database or source for enforcement queries and IPS will push data to the PayByPhone system so <br /> that parking duration limits can be managed. <br /> The IPS DMS will integrate all mobile phone payment made via the PayByPhone service. This data will <br /> include plate number, a location ID#s, block ID#s, and transaction times. These elements will be used to <br /> filter or limit the query results so that enforcement sessions can be customized and conducted in a fashion that <br /> mitigates latency issues. The query results will provide PEOs with a list of paid plate numbers within a given <br /> location or block face. This data can then be reconciled by the PEO via a handheld or mobile LPR device. If <br /> the plate number is not present on the resulting paid list, the PEO can query the DMS system seeking real- <br /> time data on a specific plate number prior to issuing a citation. This final query removes the impact that <br /> latency or new payments create. <br /> The tables below are examples of datasets before and after an enforcement query. The initial table contains <br /> the complete set while the second table limits the results based on the Zone 3 filter.
