The cash box is <br /> housed in a secure vault which features a six-point locking system and high security lock. Additional security <br /> is provided by a standard outer cabinet door and high security Medeco electronic locks are available. <br /> 14. Communications <br /> a. MSMs shall transmit payment data (e.g., coins, credit cards, smart cards) and maintenance alert <br /> data to the CMS wirelessly within 90 seconds after determining the transaction to be completed. <br /> Once the transaction is complete (OK button is pressed after credit/debit or parking card transaction or coins <br /> have been deposited and the configurable coin timeout window is reached), the meter attempts to send the <br /> transaction to the DMS (if configured for real-time transaction reporting). The speed of this transmission <br /> depends on the modems connection status (off, stand-by waiting for pay-by-cell, etc.) and network <br /> availability. IPS is currently updating firmware in the jurisdiction that should allow in excess of 95% of <br /> transactions to arrive under 90 seconds. <br /> Minimum: The minimum duration can be 1 or 2 seconds; <br /> Average: 97% of all data is arriving within 90-150 seconds. <br /> Maximum: Could be in hours if connectivity is not available. <br /> b. MSMs shall support secure on-line authorizations of credit cards at the time of the transaction. <br /> IPS complies. The MS 1 supports real-time authorization of credit card transactions. <br /> c. MSMs shall support a "hold and send" feature for credit card payments that can be activated when <br /> the communication network is down or not available and credit card payments cannot be authorized in <br /> on-line mode. <br /> IPS complies. During any down time, the City has the ability to configure IPS meters to either decline the <br /> transaction or accept the transaction and retry authorization at the next available connection. If configured to <br /> accept during down-time, the meter will wait for a period of time to establish a connection for authorization. <br /> If it cannot, it will accept the transaction and allow time to be purchased on the meter. The meter will also <br /> make multiple attempts to reconnect and authorize the card. <br /> d. MSMs shall initiate communication with the CMS periodically, on a schedule mutually agreed upon <br /> by the City and the Proposer, regardless of the occurrence of transactions or faults. <br /> IPS complies. Under normal operating conditions, information will be transmitted to the meter management <br /> system no less than once every 15 hours. <br /> e. Proposal Deliverables— Communications <br /> i. The Proposer shall describe the proposed communications method in detail. <br /> Proposer's solution must work with AT&T and Verizon's 4G cell service optionally include the cost per <br /> month per pay station with either of the named cell service providers. The City may opt to negotiate <br /> better rates directly with the cell providers. <br /> IPS provides a bundled solution that includes monthly wireless data and back office license fees. As part of <br /> this service, IPS also provides a wireless connectivity guarantee. This means that we guarantee connectivity <br /> throughout the term of the contract and will upgrade the wireless technology if necessary, such as in the case <br /> that the carrier shots down an older network. IPS meters come standard with 3G wireless using Tmobile. <br /> 4G wireless is really overkill in terms of parking applications. What is most important is a reliable <br /> connection and network longevity. We have more than 175,000 wireless parking devices deployed in the <br /> USA and have significant expertise with establishing and maintaining reliable wireless connectivity. IPS can <br /> provide alternatively a 4G Verizon option, however, this will only be available later in 2015, and we can <br /> already guarantee wireless service with our standard offering.
