8.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> May 23, 2016 <br /> SUBJECT <br /> Phase 2 Zoning Ordinance Amendments (Massage and Acupuncture; Uses in <br /> Commercial Neighborhood District; Arbors; Permit Extensions; and Miscellaneous <br /> Cleanup) <br /> RECOMMENDATION <br /> 1. Hold a Public Hearing on the Redwood City Zoning Ordinance Amendments. <br /> 2. Waive first reading and introduce Ordinance Amending Articles 2, 5, 9, 10, 13, <br /> 15, 16, 17, 18, 19, 25, 29, 30, 32, 36, 42, 43, 45, 46, 52, 53, 54, 55 and 56 of the <br /> Redwood City Zoning Ordinance. <br /> BACKGROUND <br /> On March 18, 2014, staff presented the work plan for the Comprehensive Zoning <br /> Ordinance Amendments to the Planning Commission. Due to the quantity of cleanup <br /> items identified, it was anticipated that the workplan would be completed in multiple <br /> phases. The City Council first considered Phase 1 of the zoning amendments on July <br /> 27, 2015. <br /> ANALYSIS <br /> Planning Commission considered the Phase 2 Zoning Ordinance amendments at their <br /> April 5, 2016 hearing along with potential amendments to Redwood City's beekeeping <br /> ordinance. The beekeeping ordinance will be scheduled and heard separately by City <br /> Council at a later date. <br /> The following provides a summary of the proposed code revisions located in Attachment <br /> 1: <br /> Permitted Uses in Commercial Neighborhood Zoning District (CN) — The CN District has <br /> an outdated list of land uses which in certain cases do not address modern businesses <br /> and uses. Staff has received requests to consider allowing animal-related uses (such as <br /> veterinary clinics and pet grooming) with a conditional use permit in this district. A <br /> conditional use permit would require noticing and a public hearing. This use would be <br /> consistent with the neighborhood-serving character of the district, and the use permit <br /> would allow for public participation and the imposition of conditions, if appropriate. Staff <br /> also converted the permitted uses into a table format and used terms defined in Article 2 <br /> of the Zoning Ordinance. <br />
